UNDP Pacific Office (PO) in Fiji, serves 10 countries directly. UNDP in the Pacific has three focus areas:

The UNDP PO in Fiji also coordinates regional initiatives and policy advice in 15 countries covered by the three UNDP offices in the region (Fiji, Samoa and Papua New Guinea).

The UNDP PO programme is guided by the Sub-Regional Programme Document (SRPD) (2018 – 2022) for the Pacific Island Countries and Territories. The SRPD outlines a programme strategy aligned with the vision of the Pacific Leaders, contributes to the achievement of Agenda 2030 for Sustainable Development and forms part of the UN Pacific Strategy 2018-2022.

In the Effective Governance area, UNDP PO is supporting a variety of initiatives in the Pacific to promote peaceful, just and inclusive society (SDG16) through the following programme areas:

In the area of parliamentary development, the UNDP PO has been working with 15 Pacific parliaments over a number of years to strengthen their capacities to undertake their core functions of oversight, lawmaking and representation. The UNDP PO is currently implementing the following parliament projects:

  • Fiji Parliament Support Project Phase II, 2017 – 2019 funded by the Governments of Australia, New Zealand, Japan and the UK;
  • Strengthening Legislatures in the Pacific (SLIP) Project, 2018 – 2020 funded by the Government of Japan;
  • Additionally, the UNDP Pacific Office is currently in the final negotiation phase of the second Phase of the Pacific Parliamentary Effectiveness Initiative (PPEI-II) for the period 2019-2022, funded by the Government of New Zealand;

Under the direct supervision and technical guidance of the Parliamentary Development Specialist (P4), the Project Specialist (P3) will work with the parliamentary development team to ensure implementation and coordination of activities under the Parliament project portfolio.

The allocation of time devoted between the different parliament projects and programme will be agreed in consultation with the Supervisor. The technical specialist will be based in Suva, Fiji with regular travel to other Pacific Island Countries.



Provide technical assistance to the UNDP PO Parliament Development project team in developing, implementing and reporting on project activities in accordance with the Programme Documents and UNDP policy and procedures:

  • Provide inputs to development of work plans, including implementation and monitoring according to the project results and resources framework;
  • Contribute to corporate planning, evaluation and results reporting (UNDAFs, CCA, Sub-Regional Programme Document (SRPD), Regional Programme Document, ROARs, IWPs, Regional Project Boards, reports to donors, etc.).
  • Contributes to coordinate and compile the Parliament project (FPSP, SLIP, PPEI-II, Regional) reports to the UNDP and donors including through compilation of inputs from the teams;
  • Contribute to the coordination of UNDP parliamentary work with the Women in Politics Project, Public Financial Management (PFM) Project, Strengthening Political Party Project and Election Project activities also utilizing expertise from other UN agencies, as needed;
  • Oversee hiring processes for the expertise required for project needs: draft Terms of Reference for experts and other requested documentation related to the areas of the Project intervention, approve the progress against the experts’ working targets, monitor performance and report on results accordingly.

Under the guidance of Parliamentary Development Specialist, contributes to the provisions of high quality policy advice and support on parliamentary matters in line with international best practice:

  • Drafts policy recommendations on parliamentary development (that leverages UN expertise, resources, international best practice) aiming at improving the management of the parliamentary development process in the Pacific in close collaboration with Parliament Speakers, administration and all relevant departments within the Parliaments;
  • Provides background papers, briefing notes and concept notes to inform decision- makers to engage in a comprehensive, long-term approach to parliamentary development in the Pacific including strengthening of the legislatures law-making, representation, oversight and other roles of Parliaments;
  • Contributes to the development and implementation of activities in support to the strengthening of effective and efficient parliamentary processes, especially with parliamentary committees: support the work on committee’s strategic planning, reform of parliamentary procedures, capacity strengthening of members of Parliament (MPs) and staff, and the development of efficient interactions with stakeholders inside and outside Parliament;
  • Ensure the UNDP Parliament Team is well linked to and complementary to UNDP interventions in the Human Rights area as well as at the local level and strengthens partnerships with CSOs.

Under the guidance of Parliamentary Development Specialist (P4), contributes to development of strategic partnerships, implementation of the resource mobilization strategy and facilitation of knowledge building and management:

  • Maintaining effective and positive communication with Parliament officials, i.e. Speaker, Clerk, administration, other staff, partners and stakeholders as necessary;
  • Liaison with key development partners, implementing partners and collaborating partners as needed in parliamentary development activities;
  • Active contribution to the overall EG Team and office effort in resource mobilization;
  • Sound contributions to knowledge networks and communities of practice in close collaboration with the Communications Team;
  • Effective application of RBM tools, establishment of management targets (BSC) and monitoring achievement of results;
  • Introduction of performance indicators / success criteria, targets and milestones.

Political Mediation

  • Ability to facilitate political mediation and influence and recommend solutions.

Civic Engagement

  • Knowledge of frameworks and dialogue processes for effective and transparent engagement of civil society, women’s and youth groups, indigenous peoples and other excluded groups   in national development and the ability to apply to strategic and/or practical situations.

Political Parties

  • Knowledge of political party capacity building and dialogue for peace and development and the ability to apply to strategic and/or practical situations.

Constitutional Transitions

  • Knowledge of constitutional transitions, dialogue and process support and the ability to apply to strategic and/or practical situations.



  • Master's degree in social policy, public policy, politics, economics, development studies or a related area.



  • A minimum of 5 years working in parliaments or in support to parliaments, with a proven international comparative dimension (sound knowledge and understanding of more than one parliament;
  • Proven and sound knowledge of parliamentary processes and working methods, especially linked to the core functions of legislation, oversight and representation;
  • Proven experience of working with parliamentary committees; proven knowledge of relations between Parliament and other institutional bodies and stakeholders (government, public institutions, CSOs, private sector, etc.);
  • Proven experience of integrating cross cutting issues such as gender analysis, human rights, Sustainable Development Goals and concepts into the work of parliament;
  • Knowledge and experience from working with countries in transition. Previous work experience with small parliaments is an asset;
  • Proven knowledge and experience of all aspects of the project cycle (design, implementation, monitoring & evaluation);
  • Proven knowledge of donor policies and funding modalities. 


Language Requirement:

  • Proficiency in English. Working knowledge of other UN language desirable
