UNDP/PAPP is currently implementing an urban revitalization initiative, namely, the Productivity and Urban Renewal in East Jerusalem Programme (PURE), aiming at supporting the resilience of Palestinians residing in East Jerusalem by improving socio-economic conditions through the revitalization of two key commercial centers in the city, with focus on Salah Eddin and Sultan Suleiman streets.

PURE Programme is funded by the European Union (EU) and the Islamic Development Bank (IsDB) and implemented in cooperation with the Jerusalem Islamic Awqaf and the Jerusalem Arab Chamber of Commerce and Industry (JACCI). It will address the needs of Palestinians living in East Jerusalem, businesses and local shop owners, as well as the local population at large by creating an enabling environment for competitive and attractive commercial opportunities in the targeted business districts; it will also enhance economic development and foster private sector investments.

In addition to the rehabilitation, beautification, infrastructure and urban planning components of the buildings in the two streets, the programme includes a key component namely, Economic Support and Legal Aid, which focuses on addressing challenges and constrains faced by shop-keepers, merchants and other businesses, by providing them with essential economic support and legal aid services, while simultaneously empowering the role and capacity of the JACCI to regulate the business sector and provide professional services to the business community in East Jerusalem. In addition to that, the programme encompasses other components such as, awareness campaign and marketing and visibility plans, which will be implemented in cooperation with Jerusalem Arab Chamber of Commerce and Industry (JACCI).

In this context, UNDP/PAPP is seeking a candidate to fill the position of Programme Coordinator to guide and facilitate the implementation of the programme components. The Coordinator shall work under the overall guidance of the Programme Analyst, and the direct supervision of the PURE Programme Manager.  The expected duration for the position is one year on service contract, and with possibility for extension upon satisfactory performance as well as availability of funding under the project.

 

Summary of key functions:
1) Coordination with Jerusalem Arab Chamber of Commerce and Industry (JACCI) team for the implementation of the economic support and legal aid components;
2) Coordination of the programme components related to awareness, marketing and visibility;
3) Coordination to facilitate the implementation of the rehabilitation, infrastructure and urban planning components as guided by the programme team;
4) Engagement and inclusion of the programme stakeholders during the implementation of the programme;
5) Perform any other duties as requested by the Programme Manager and concerned Team Leaders;

1) Coordination with Jerusalem Arab Chamber of Commerce and Industry (JACCI) team for the implementation of the economic support and legal aid components;
 a) Regular follow up with JACCI Team, to ensure timely implementation.
 b) Provide guidance to JACCI team to ensure implementation of activities in compliance with the required quality and in line with the programme different components and specific and overall programme objectives.
 c) Full consultation and coordination with and engagement of the programme stakeholders to ensure relevance and responsiveness of the components to community needs and priorities.
 d) Review, verify and modify minutes of meetings, reports, revised budgets, workplans…etc submitted by JACCI.
 e) Support JACCI team in developing any needed SoWs, ToRs, performance measurement criteria’s, specifications, action plans…etc.
 f) Support JACCI team in identifying partners and service providers as required for the implementation of the activities.
 g) Provide programme manager with action plans, regular updates and relevant progress reports as needed.
 h) Ensure the engagement of JACCI Team in the implementation of the different components under PURE programme.
 i) Provide support and guidance to JACCI Team to prepare operations and sustainability plan to ensure continuation of their in-house services to shop owners and businesses.
 j) Coordinate with other national and international institutions implementing or planning interventions in similar areas to ensure synergy and avoid duplication of efforts.
 k) Support JACCI in establishing the proper follow-up and tracking procedures and systems to assess and address the needs of the shops owners and targeted groups.
 l) Provide support and guidance to JACCI Team to develop and implement coherent economic support criteria and eligible packages including identifying new startups in line with the Market Assessment Report and other programme components and in liaison with the project direct beneficiaries.
 m) Raise to the attention of the Programme Manager any concerns due to deviation from the schedule, quality, scope, budget, objectives and others.

2) Coordination of the programme components related to awareness, marketing and visibility;
 a) Identify qualified and specialized entities and service providers needed for the implementation of the activities under the awareness, marketing and visibility components.
 b) Prepare plans as needed for the implementation of the awareness, marketing and visibility components.
 c) Organize events as per the approved plans, including preparation of materials.
 d) Ensure full coordination with UNDP Communications department for the planning and implementation of the visibility activities.

3) Coordination to facilitate the implementation of the rehabilitation, infrastructure and urban planning components as guided by the programme team;
 a) Conduct regular planned discussions and consultations among tenants and business owners to ensure consideration of their needs and their full participation in the implementation stage.
 b) Coordination of meetings with tenants and business owners as needed and guided by the programme team.
 c) Coordination of meetings with different entities; service provider companies, local authorities, WAQF, and others as needed.
 d) Proper documentation and reporting of meetings; photos, minutes of meetings…etc.
 e) Follow up on actions agreed in the minutes of meetings.
 f) Address and follow up individual issues raised by tenants and shop owners, raise it to the programme manager and team.

4) Engagement and inclusion of the programme stakeholders during the implementation of the programme;
 a) Identify innovative tools and prepare plans to ensure full engagement of the programme stakeholders and community through the different stages of the programme life cycle.
 b) Coordination of regular meetings with different stakeholders as needed, preparation of the related minutes of meetings, and follow up.
 c) Maintain healthy and professional relationship with the stakeholders.
 d) Ensure the continuous consultation and dissemination of information among stakeholders in different stages of programme implementation.
 e) Ensure the engagement of the community throughout the different stages of the programme lifecycle.
 f) Support in enhancing the belonging and commitment of the community in preserving the investments and tackling social behaviors, with focus on youth groups and active institutions

5) Perform any other duties as requested by the Programme Manager and concerned Team Leaders;
 a) Draft specific progress reports and regular updates related to activities under his/her engagement, as needed.
 b) Organize and assist in conducting Steering and Technical Committee meetings including preparation of materials, venue, hospitality…etc.
 c) Assist in resolving possible logistic obstacles in the implementation of the daily activities.
 d) Provide necessary feedback to the Programme team and suggest measures for tackling concerns that may affect the realization of the programme scope and its objectives, at the level of the different programme components.
 e) Coordination and follow up of any identified additional interventions.f) 

Impact of Results
The results of the work of Programme Coordinator will have a direct impact on the implementation of the Programme and the achievement of results. Specifically, the results will have an impact on the planning, implementation, monitoring, communication and coordination of Programme activities and resources (human, financial, material assets, etc.) in order to meet expected results, and contribute to the overall success and impact of the initiative.
It is anticipated that the work of the Programme Coordinator will have the following impacts:
• Programme is implemented in a timely, efficient and relevant manner so as to achieve its intended outcome and objectives.
• Partnership and relationship with key stakeholders is built to secure the sustainability of the interventions.
• Information gained from the development and implementation of the Programme activities in East Jerusalem is shared at both the country and international levels.

Education: 
BA degree or equivalent in Business Administration, or social sciences.
 
Experience: 
• A minimum of 5 years of experience in coordinating business development programs for small and medium scale
• Excellent understanding of business markets, preferably in the context of east Jerusalem or similar complex environments. 
• Knowledge of the UN system and familiarity with UNDP procedures would be an asset.
• Good understanding of legal frameworks in Jerusalem would be an asset.

• Ability to develop high quality tools and resources to support key stakeholders in market development analysis, business development, including design, implementation monitoring and evaluation.

Working Knowledge in Hebrew language would be an asset
