Under the overall guidance of the Team Leader (RSD) and direct supervision by the Programme Analyst, the Programme Associate provides substantive support role in the execution of services in the RSD Programme Unit. Further, s/he will support the design, planning and management of the programme by managing data and facilitating programme implementation. The Programme Associate will promote a client-oriented approach consistent with UNDP rules and regulations.

The Programme Associate will be responsible for the development of assigned Environment, Climate Change and Energy projects and programmes and will support working level partnership with donors, NGOs and host government, within the overall agreed framework of the unit work plan. The Programme Associate will be designated specific projects – for countries within the UNDP Pacific Office. The Programme Associate will work in close collaboration with the operations, programme and project teams in the Pacific Office and UNDP HQs staff for resolving complex programme-related issues and information delivery.

Ensure administration and implementation of internal financial  processes and procedures focusing on achievement of the following results:

  • Undertake ATLAS functions specifically relating to financial updating as required by UNDP HQ and BRH liaising directly with IRMU if need be;
  • Work with Programme Analysts to finalize project budgets for each project cycle and ensure timely update into Atlas for ASL issuance.
  • Liaise with Programme Analyst to undertake project budget revisions in ATLAS at strategic points during a project lifecycle.
  • Work with country PMU to ensure accurate and timely financial reporting of  project expenses and advance request (FACE form) for each quarter.
  • Ensure efficient workflow between the RSD unit, Operations and IRMU through quality check and provide any update required from RSD and vice versa.
  •  Elaboration of proposal and implementation of cost saving and reduction strategies in consultation with office management

Provide effective country focused support to the management and operation of the RSD Unit focusing on the achievement of the  following results:

  • With the guidance of the Programme Analyst, create projects in Atlas, revision of project award and project status, determination of unutilized funds, operational and financial closure of a project.
  • Provision of guidance to the implementing agencies on routine implementation of projects, tracking use of financial resources.
  • Support oversight and Management, Planning, Monitoring and Evaluation business of programmes including day to day requirements of Delivery and Results Accountability
  • Monitor programme and project results and delivery against plans towards supporting the UNDP Pacific Office Programme
  • Maintain database of Government and donor cost sharing contributions
  • Review of contributions agreement, managing contributions in Atlas
  • Analysis of the situation in programme, identification of operational and financial problems, development of solutions
  • Review of financial reports for NIM projects.
  • Preparation and conduct of audit of NIM projects, and review implementation of audit recommendations.

Administers accounting and administrative support to the RSD unit on achievements of the following results, focusing on

  • Conduct quarterly budget assessment and monitoring of relevant projects under the RSD Unit
  • Review and produce financial data providing research and data analysis to present for use in planning and decision making;
  • Prepare multiple complex and varied financial reports (including adhoc reports) that require selection, preparation and interpretation of data using simplified data query tools
  • Establishes and manages accounting record keeping systems, and procedures for tracking and reporting, including recommending remedial measures;
  • Provision of guidance to the implementing agencies on routine implementation of projects, tracking use of financial resources.
  • Review of financial reports for NIM and DIM projects.
  • Facilitate the maintenance of the internal expenditures control system, which ensures that vouchers processed, are matched and completed; transactions are correctly recorded and posted in Atlas.
  • Facilitate timely corrective actions on unposted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers.
  • Maintenance of the Finance Document Management System(DMS) and Accounts Receivables for UNDP Development projects and follow up with UNDP focal points on contributions
  • Timely compilation and follow up of advance payment to Government.
  • Preparation and conduct of audit of NIM and DIM projects, and review implementation of audit recommendations.

Ensures facilitation of knowledge building and knowledge sharing in the Pacific Office focusing on achievement of the following results:

  • Organization of trainings for the operations/ projects staff on Programme Finance and implementation aspects including National Implementation procedures to UNDP staff and national partners.
  • Participation in the trainings for the operations/ projects staff on programme.

Education:

  • Secondary education with specialized certification in Accounting, Finance, Economics, Business Studies, Environment, Natural Science, Geography, Marine Studies or Management. A degree in in any of the related fields above will be desirable but not a requirement.

Experience:

  • 7 years of progressively responsible finance experience is required at the national or international level with extensive experience in project/ programme accounting and management.
  • Should be able to conduct basic research work, gathering & recording of information for specific use/requirement.
  • Experience in project management, monitoring and evaluation of projects.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems.

Language Requirements: Fluency in the UN and national language of the duty station.
