Job Purpose and Organizational Context
The United Nations Development Programme/Programme of Assistance to the Palestinian People (UNDP/PAPP) has launched a second Phase multi-year Rule of Law and Access to Justice programme in Gaza Strip and West Bank known as Sawasya II. It is a UNDP, UN Women and UNICEF Joint Programme.

Under the direct supervision of the Joint Programme Manager, the Programme Associate will provide programme support services, ensuring high quality, accuracy and consistency of work. The Programme Associate will work in close collaboration with the operations, communications and other programme staff in Jerusalem, Ramallah, Gaza Strip, UNDP, UN Women and UNICEF as required to exchange information and support programme delivery.

Sawasya II is seeking a candidate to fill the position of Programme Associate under the direct supervision of Joint Programme Manager. As this position is related to the Sawasya II Joint Programme (Promoting the Rule of Law in Palestine) in the occupied Palestinian territory with an expected duration of three Years, the Service Contract extension will be conditioned to satisfactory performance evaluation as well as availability of funding under the project.

Functions / Key Results Expected/ Responsibilities
1- Supports formulation of programme strategies
2- Provides effective support to the management team of the Sawasya Programme
3- Provides administrative support to the Programme Unit
4- Supports resource mobilization
5- Supports knowledge building and knowledge sharing in the CO
6- Support in programme communication and visibility
1- Supports formulation of programme strategies and focusing on achievement of the following results:
• Collection, analysis and presentation of information for identification of areas for support and programme formulation/ implementation. 
2- Provides effective support to the management team of the Sawasya Programme focusing on the achievement of the following results:
• Creating entries in Atlas, preparation of budget revisions, revision of project award and project status, determination of unutilized funds, operational and financial closure of a project.
• Presentation of information for audit
• This will include but not limited to: preparation of purchase orders, vouchers and vendors, drafting letters and faxes in English and Arabic, copying, filing, editing, and formatting computer documents, central record keeping, data input and UNDP/PAPP systems follow-up and processing.
• Set up and maintain an organized filing system and establish document control procedures.
• Review incoming operational and financial reports in terms of completeness and formal correctness in cooperation with the Joint Programme Manager.

3- Provides administrative support to the Programme Unit focusing on achievement of the following results:
• Ensure prompt compiling, copying and distribution of all programme/activity reports.
• Liaise with UNDP/PAPP programme staff and counterparts to facilitate project requirements.
• Draft and prepare reports reflecting a high standard of English and proficiency in Word and Excel computer applications.
• Assist with the translation of documents from English to Arabic and vice versa.
• Assist in the monitoring of schedules and timetables, including plan updates in cooperation with the Joint Programme Manager. Preparation of non-PO vouchers for development projects.
• Maintenance of the internal expenditures control system including timely corrective actions on unposted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers.
• Creation of requisitions in Atlas for development projects, register of goods receipt in Atlas.
• Making budget check for requisitions, POs and vouchers.
• Maintain and update UNDP reporting schemes and matrices.
• Draft, edit and distribute minutes when requested.
• Liaise with the counterparts’ administrative managers on all issues related to the programme.
4- Supports resource mobilization focusing on achievement of the following results:
• Review of contribution agreements, managing contributions in Atlas.
• Prepares reports on resource mobilization targets as requested.
• Maintain a network of current Programme donors, partners and high officials
5- Supports knowledge building and knowledge sharing in the CO focusing on achievement of the following results:
• Participation in the trainings for the operations/ projects staff on programme.
• Contributions to knowledge networks and communities of practice.
6- Support in communication and programme visibility, in coordination with UNDP Communications unit
• Support the Joint Programme Manager in identifying and developing effective messages, framing and means for delivering them to reach communication objectives
• Ensure that communications activities promote an accurate image of the programme amongst media and other targeted audience
• Support in preparing and designing materials, factsheets, flyers, films and booklets.
• Responsible for the programme’s social media pages and accounts.
• Liaise with communication focal points at UNDP, UNICEF and UNWOMEN on programme communications plan and deliverables
7- Perform relevant duties as assigned.


Impact of Results

Accurate data entry and financial information have an impact on the quality and implementation of the UNDP programme.  A client-oriented and efficient approach impact on the image of UNDP in the country. In addition, accurate and effective messages will promote the work of Sawasya and build trust with key stakeholders.

Education: 
Secondary Education preferably with specialized certification in Administration, Accounting and Finance or
University Degree in Business or Public Administration, Economics, Political Sciences, Social Sciences, or Communication would be desirable, but it is not a requirement.
Experience: 
5 years of relevant administrative or programme experience is required at the national or international level.
Experience in the usage of computers and software packages (MS Word, Excel, etc.).
Knowledge of spreadsheet and database packages, experience in handling of web-based management system.
Experience with the United Nations is an asset.
Knowledge of UNDP’s Atlas system is an asset.
Knowledge of UNDP’s rules, regulations and procedures is an asset.
Language Requirements: 
Fluency in Arabic and English required.
