The dramatic and turbulent events of 2014 prompted momentous changes in Ukraine, yet the overall national environment remains both complex and precarious. On the positive side, the so-called Revolution of Dignity ushered in a new era of democratic reforms, unprecedented levels of civic activism and widespread aspiration towards a more transparent, responsive and accountable government. Five years later, however, democratic governance in Ukraine remains weakened by low levels of trust in institutions, widespread disappointment with the slow pace of reforms, especially with regard to anti-corruption and delivery of justice, and growing social and political polarization. The 2019 elections year is a critical turning point in Ukraine’s development, and will either recapture the momentum of transformation or entrench the old system of vested interests that threatens to undermine gains made, possibly leading to further instability. At the same time, the backdrop of the continuing armed conflict in eastern Ukraine continues to dominate social and political space, detracting from the important agendas of democratic governance and economic growth, but also driving alarming trends that threaten to undermine social cohesion and the very foundation of a sustainable peace in Ukraine.
In response, the UN system in Ukraine significantly upscaled its presence and programmatic engagement in four key areas: i) humanitarian assistance; ii) human rights; iii) recovery and peacebuilding; and iv) assistance to long-term and country-wide governance reform, all which form part of the sustainable peace foundation as envisioned in the Secretary-General’s Sustaining Peace Agenda. The UN Resident Coordinator (RC) leads the UN system in Ukraine and serves as a bridge between political engagement and development assistance, in pursuit of preventing conflict and sustaining peace, and in support of leaving no one behind under the Sustainable Development Goals (SDG) agenda. The RC is supported in these efforts by the Joint United Nations Development Program-United Nations Department of Political and Peacebuilding Affairs (UNDP-DPPA) Program on Building National Capacities for Conflict Prevention (2019-2023), including by deployment of a Peace and Development Advisor (PDA) to assist the RC and the UN system in Ukraine in analytical and programmatic engagement on conflict prevention and peacebuilding initiatives.
Under the direct supervision and guidance of the PDA, the national Peace and Development Officer (PDO) will provide substantive support in three main areas of activity, including:
- gathering and analyzing data and information relevant to the UN’s role and activities in Ukraine, with specific focus on supporting and promoting peacebuilding, social cohesion and conflict prevention;
- supporting the broader efforts of the UN Country Team in facilitating dialogue initiatives to strengthen social cohesion and reconciliation, including by promoting a culture of tolerance and inclusion; and
- strengthening the UN Country Team’s capacity to mainstream conflict sensitivity in all its activities.
Under the supervision of the PDA, the main duties and responsibilities of the PDO will include:
1. Contributing to research, information-gathering and analysis, and ensuring that gendered dimensions of conflict are reflected in analyses and reports:
- collecting and processing data and information relevant to the UN’s role and activities in the country, with specific focus on supporting and promoting peacebuilding and sustainable development;
- collecting and processing data and information on sub-national, national and wider regional political, economic and other developments relevant to the peacebuilding agenda, with a particular focus throughout 2019 and 2020 on election-related developments;
- under the direction of the PDA, and in close cooperation with RCO Strategic Planner/Team Leader and other RCO staff:
i. supporting and contributing to analytical processes in support of UN System planning and program frameworks (e.g., the Common Country Assessment, the UN Partnership framework, the SDG agenda, etc.), as well as development of policy papers and positions
ii. supporting development of new and maintaining existing partnerships by, e.g., advising on due diligence and reputational risks, etc.
iii. supporting public messaging and communications, e.g., advising on media channels and sources, formulation of key messages, etc.
- under the direction of the PDA, coordinating and cooperating with other parts of the UN System in preparing and undertaking analyses of peace and security issues and preparing special thematic reports, as directed.
2. Identifying entry-points and supporting inclusive and conflict-sensitive approaches in efforts to build national capacities for conflict prevention, particularly with regard to civil society, including women’s and youth networks:
- assist the PDA in identifying areas of programmatic engagement with national stakeholders related to social cohesion, dialogue, conflict prevention and consensus building;
- contribute to identifying entry points and potential partners for peacebuilding, conflict prevention; and
- undertaking mappings and participatory analyses with civil society actors to determine local and national capacities for conflict prevention and peacebuilding at local and national level.
3. Providing technical support for coordination, knowledge management and M&E:
- in close collaboration with the PDA and the Joint Program Secretariat, supporting the monitoring and evaluation functions, including collecting, processing and analyzing data in the frames of the PDA workplan;
- substantive contributing to knowledge management and sharing of good practices on conflict prevention and peacebuilding, ensuring that stories and lessons learned are shared with the Joint Program Secretariat, and responding to specific requests for information; and
- performing other duties in support of coordination and effective PDA program implementation, including assisting in organizing meetings and consultations, organizing and implementing consultation processes with national and international partners and/or stakeholders, and supporting external coordination of existing partnerships.
Measurable outputs of the work assignment:
- Full and appropriate implementation of the Peace and Development Unit annual workplan;
- Partnerships with key interlocutors developed and maintained;
- Analyses, briefs and other substantive outputs produced in a timely manner and at a high level of quality;
- Overall results and lessons learned captured and disseminated at the national and regional levels;
- Quality monitoring and closure of activities completed.
Performance Indicators for evaluation of results:
- Relevant outputs in line with the annual work plan are fully implemented in a timely manner;
- Analyses, briefs and other substantive outputs produced are well regarded by primary clients;
- All activities are carried out in strict accordance with the UN’s values and ethical standards.
- Demonstrates integrity by modelling the UN’s values and ethical standards;
- Promotes the vision, mission, and strategic goals of UN;
- Displays cultural, gender, religion, race, nationality, and age sensitivity and adaptability; and
- Good understanding of the UN system.
- Possesses substantive knowledge in the area of conflict prevention, social cohesion, dialogue and governance reform or related areas, as well as in-depth practical knowledge of inter-disciplinary development issues;
- Possesses sound political acumen and demonstrated experience in providing policy advice;
- Sound skills and demonstrated experience in facilitation, consensus-building, multi-stakeholder processes and negotiation;
- Excellent inter-personal skills;
- Ability to establish and maintain partnerships and working relationships with internal and external parties in a multi-cultural environment;
- Sound understanding and capability to empower and develop the capacity of national counterparts
- Knowledge of and ability to facilitate co-operation with key institutions and individuals
- Team player, self-motivated and initiative taking,
- Dedicated, energetic;
- Demonstrates creativity, flexibility, openness to change and ability to manage complexities;
- Sound judgment
- Master’s degree (or equivalent) in political science, sociology, international relations, law, international economics, public administration or other related social sciences;
- At least three years of relevant experience in providing advisory services or establishing and managing relationships with international organizations or local institutions and/or communities or related field;
- Experience in project/program implementation will be considered as an asset;
- Analytical, research and reporting experience;
- In-depth knowledge of the Ukrainian context, including awareness and familiarity of key actors and stakeholders across the political, economic, and development spheres alongside knowledge of government, civil society, and other non-state actors;
- Fluency in Ukrainian, Russian and English is required.
