  • UNDP SID CHT business processes mapping and establishment of internal Standard Operation Procedures (SOPs)
  • Constant monitoring and analysis of the operating environment, timely readjustment of the operations, advice on legal considerations and risk assessment
  • Develop a Monthly Management Reporting system to help Country Office understand the project’s operational status
  • Proactive in ensuring gender equality and ethnic diversity in the work place
  • Ensuring adherence to relevant UNDP and GOB rules and regulations on all financial and administrative issues;
  • Focal point and responsible for financial audits both GOB and UNDP initiated; 
  • Review and record financial obligations and payments; review monthly accounts/financial statements; analyze and monitor status of obligations and expenditures;
  • Provide advice to the Planning and monitoring unit in project budget preparation, preparation of AWPs, budget revisions, and all the ATLAS functions;
  • Ensure accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained;
  • Regular review of the field level expenditure reports and expenditure reports from partners, ensuring that expenditures are legitimate and accurate;
  • Ensure that all the errors in the ATLAS vouchers and PO’s created for SID CHT are rectified on time and make sure that there are no transactions from SID CHT which will have a negative impact on the CO finance dashboard;
  • Maintain information on overall financial status of the projects, including budgets and expenditure forecasts;
  • Manage and coordinate all the ATLAS processes related planning and budgeting such as project budget creation, entering budget revisions etc.;
  • Produce a monthly project expenditure report and advise on strategic usage of donor funds;
  • Ensures that technical support is provided to the various SID-CHT project clusters including to manage the facilitation for the development of shadow budgets (by activity type and by donor); 
  • Ensures the facilitation for the development of Annual SID CHT Budgets; 
  • Ensures that project expenditures are in accordance with Donor Agreements;
  • Manages the preparation of monthly, quarterly and annual budgets reports;
  • Manage entire process in ATLAS, including providing guidance to PMR Team in creating, entering and doing budget revisions in ATLAS;
  • Monitor LoA and grants for timely settlement.
  • Oversee management for all the recruitment processes of SID CHT including job descriptions, job classification, vacancy announcement, screening of candidates, interview panels, contract issuance, while complying with corporate HR policies and procedures;
  • Ensure that a learning culture is created in the SID CHT project for operational and processing issues;
  • Advise the SID CHT senior management on all aspects of HR;
  • Carryout and manage all the NEX & DEX procurement processes of the SID CHT project and assume full accountability for all procurement processes;
  • Ensure efficient procurement and logistical services management and supervision of the procurement team;
  • Ensure efficient local procurement and supervision of the Procurement staff. Management of local procurement process including sourcing strategy, supplier selection and evaluation, quality management, customer relationship management, and performance measurement;
  • Establish and Manage Long Term Agreements for recurrent services.
  • Support National Project Manager in establishing good administrative practice across different project office locations in Hill Districts;
  • Overall management of SID CHT field assets, facilities and logistical services;
  • Ensure that proper systems are in place to track the movements of the SID CHT assets which are in different SID CHT offices in the CHT and Dhaka;
  • Ensure that the Asset register are kept up to date and Conduct periodic asset verifications and take necessary actions as per UNDP rules; 
  • Conduct audits/assessments on the conditions of all the assets and take necessary actions on disposal as per UNDP & GOB rulesGeneral Management of security aspects of the project offices;
  • Organize and conduct training and learning sessions for field level staff on various processes and guidelines;
  • Maintain liaison and coordination among different SID- CHT project offices on operational matters;
  • Support Country Office Senior Management to ensure Accelerated Delivery Mechanism in place;
  • Support Country Office Direct Project Cost  Management.

  • Proven experience in providing management advisory services and/or manging staff and operational systems and establishing inter-relationships among international organization and national governments;
  • Working experience in UN organizations/ International donor organizations will be an asset;
  • Sound knowledge & experience in working on ERP System and the numerical ability to make budgets and to monitor costs;
  • Results oriented with demonstrated entrepreneurial skills and experience;
  • Ability to deliver under pressure in a short time-frame;
  • Experience in the usage of computers and office software packages, experience in handling of web based management systems;
  • Experience in strategic and operational planning and implementation of activities;
  • Experience of working with GoB organizations and excellent understanding of donor and GoB compliances;
  • Ability to plan own work, setting priorities and completing it under pressure or when faced with competing demands;
  • A sound knowledge of financial control procedures.
  • Fluency in written and spoken English and Bangla.
