National Project Officer ( Police Administration ) - Re-advertisement

  • Assess capacities of police districts (PD) with regard to key back-office functions including infrastructure, human resources, and procurement (among others) through interviews with the MOI and PD personnel, observational visits to the PDs, and review of internal/technical documents and relevant SOPs
  • As part of the assessment, identify administrative challenges to effective community-oriented policing (initially focusing on PDs in Kabul)
  • Using information gathered in the assessment, develop an Administrative Capacity Framework to guide capacity building activities for administrative capacities at the PD level
  • In collaboration with a team under the direction of Deputy Civilian Commander of the Kabul police headquarters (PHQ), work with the PDs to implement the Administrative Capacity Framework
  • Oversee nationalization of the initiative through ongoing collaboration and necessary trainings with PHQ
  • In collaboration with LOTFAโ€™s M&E team and the Governance for Peace Unit develop indicators to track capacity building progress under the Administrative Capacity Framework
  • Alongside the M&E team and the Project Manager, monitor capacity building progress on a regular basis and make adjustments to the project workplan (planned activities) as necessary
  • Organize and facilitate workshops with key stakeholders from the government and international community (LOTFA donors) to keep them informed on status of project, key achievements and challenges
  • Follow-up in ensuring the implementation of the recommendations of independent evaluation reviews and/or audits, as approved by UNDP Management
  • Provide follow-up and support on the day-to-day coordination and implementation of the project activities
  • Provide technical advice to implementing partners and stakeholders to perform tasks related to project activities efficiently and effectively
  • Support and coordinate the implementation of project activities with implementing partners and relevant stakeholders;
  • Support the Project Manager in managing the project team and ensure timely implementation, results โ€“orientation and accountability for project
  • Organize and provide secondary supervision of the activities of various administrative project team members
  • Prepare or provide, appropriate, technical programme management inputs to regular reports (monthly, quarterly, and annually) and propose activities to be implemented in the next reporting period
  • Backstops for the Project Manager during his or her absence
  • Undertake other duties as assigned by the Project Manager or as necessary for the success of the projectย

  • Masterโ€™s degree in business administration, International Relations, Political Science, Social Sciences, Law, or other similar fields is required or a Bachelorโ€™s degree with 2 additional qualifying years may be accepted in lieu of a Masterโ€™s degree;


  • With Masterโ€™s 3 years and Bachelor at least 5 years of progressive working experience in project or programme planning, development and implementation;
  • Experience working with the Ministry of Interior, PD stations in Afghanistan or with police reform preferred;
  • Experience working on administrative (i.e. procurement, finance, logistics) areas within government ministries is an asset;ย 
  • Experience developing methodologies for institutional capacity assessments (or similar) is an asset;
  • Experience in an international setting with the UN or with international organisations an asset;
  • Experience working with government counterparts building national capacities is an asset;
  • Ability to work effectively and harmoniously with other colleagues from various cultures and professional backgrounds;
  • Solid experience in the usage of computers and office software packages (MS Office incl. Word, Excel, PowerPoint) as well as experience in handling of web-based management systems.
  • Fluency in written and spoken English is required.
  • Fluency in Dari and/or Pashtu is required.
  • Good report writing skills.
