MONITORING, EVALUATION AND LEARNING (MEL) OFFICER (based in Pasig City)
The successful recruit will support the “Restoring Mutual Trust in Mindanao through People to People Engagement Project” also known as Project Peace Connect, a USAID funded initiative of TAF. S/he will provide technical support in a) monitoring and evaluation, b) qualitative case writing and c) specialized research and d) project reporting. S/he will support the Program Manager in the design and management of Project Peace Connect’s MEL component. S/he will serve as the day to day staff in charge of MEL related tasks and activities. S/he shall also maintain regular contact with the Foundation’s Country Representative and Deputy Country Representative in terms of providing Project plans and updates.
Qualifications: A Master’s degree in the field of social science, development management, public management, economics or statistics is an advantage. At least with 5 years of professional experience in M&E, database management, quantitative and qualitative research and technical report writing. Extensive experience in qualitative and quantitative research methods, design and implementation. Familiarity with USAID M&E standards and systems an advantage. Has solid knowledge and familiarity of the Mindanao conflict including issues surrounding politics, peace building, peace process, development initiatives, governance and security related matters. Proven ability to work with respect and sensitivities to local culture and religious identities context. Ability to work impartially with sectors involved in conflict management and peace building. Must have strong track-record of working independently and in a diverse team environment. Strong attention to details, ability to multi-task, highly organized and efficient. Must demonstrate strong team building, representational and leadership skills. Demonstrated management skills and experience dealing with multi-disciplinary teams; Proven analytical and problem-solving skills; With superior spoken English, writing skills, time management and organizational skills. Excellent capacity to handle information with diligence. Must be mature and should exhibit sound judgment.
