Job Purpose and Organizational Context

The Gambia became eligible as a recipient of UN Peacebuilding Fund’s Peace and Recovery Facility (PRF) in September 2018 based on a submission from the government of The Gambia summarizing the current conflict and development situation and highlighting the need to address conflict drivers and sustain peace in The Gambia with concrete and supportive intervention. Four Peacebuilding Priority projects were articulated as a basis against which the first tranche of PBF funding was allocated. These are:

Subsequently, a Joint Steering Committee (JSC) of all stakeholders (Government, UN, CSO and other development partners) was established to coordinate the selection of projects, to be supported by a Secretariat.

The PBF Secretariat is meant to support the PBF Joint Steering Committee (JSC) in The Gambia to oversee and coordinate the implementation of The Gambia Peacebuilding Priority programme over the next 24 months (2018 -2020). The Secretariat will also provide support to the JSC in overseeing and reporting on the implementation of PBF projects. The main project focus of the PBF secretariat in The Gambia will be to ensure overall coordination, undertake monitoring and reporting of PBF programmes, support evaluation exercises, as well as provide capacity building in peacebuilding programming and communication of PBF programme results.





Duties and Responsibilities

Under the day-to-day supervision of the PBF programme coordinator, the M&E Officer will provide M&E support to on-going PBF supported projects in The Gambia. This position is a local post opened to nationals of The Gambia.

  • Provide M&E related support to the JSC, including monitoring and analysis of PBF supported projects implementation progress;
  • Participate in the UNDAF monitoring and evaluation working group programme;
  • Facilitate potential field visits by the JSC;
  • Collate information from project management teams and prepare written inputs to the reports including a detailed annual report which will be reviewed and approved by the JSC and subsequently submitted to PBSO;
  • Finalize/compile the PBF supported projects Results Framework, prepare an M&E Plan and monitor progress in achieving project outcomes, including through producing tools for collection of data (such as perception surveys), collecting baseline data and implementation data, and undertaking field visits;
  • Record monitoring data and analyze it for accountability and learning purposes;
  • Support to organization of relevant perception surveys
  • Ensure that collection of data and analysis for monitoring the PBF supported projects is gender sensitive;
  • Coordinate linkages and communication within and among the project management teams;
  • Provide training activities on M&E for project management staff and partners working on the PBF projects as necessary, in line with PBF Guidelines requirements;
  • Organize specific project impact monitoring and evaluation trainings;
  • Provide monitoring, reporting and evaluation guidance to PBF projects;
  • Provide quality assurance and guidance to project management teams with regards to timely and quality project reporting (semi-annual/annual/final) to JSC and PBSO;
  • Draft PBF Secretariat project reports for review and finalization by the Coordinator;

Bachelor's Degree or equivalent in Social Sciences, Business Administration, Public Administration, Economics, Political Sciences, or related field.


A minimum of 2 years of relevant work experience in development and/or peace building M&E (with preference for peace building M&E experience);

  • Knowledge of and experience in data collection, analysis and reporting, as well as developing and executing Results Frameworks M&E plans;
  • Experience with peacebuilding programming and/or M&E in the context of peacebuilding is an advantage;
  • Excellent oral and written communication skills to provide briefing to senior executives and to write well-conceived, clear and strategic reports;
  • Strong analytical, evaluation and conceptual thinking skills;
  • Experience of work with international organizations, high level government officials;
  • Computer literacy (MS Word, Excel, Power Point, Internet, email, etc.);
  • A demonstrated understanding of the critical aspects of human rights, gender, and, specifically, gender power relations within The Gambian cultural context;
  • Excellent communication, interpersonal and liaison skills;
  • Experience with training, facilitation and capacity building;
