 UNDP positions itself as a development partner that brings global knowledge, through a multi-sectoral approach – the key comparative advantage of UNDP and concentrates its work on 3 programmatic fields: i) Inclusive and Sustainable Growth, ii) Inclusive and Democratic Governance, iii) Climate Change and Environment. In addition, UNDP also addresses the Syrian Crisis Response and Resilience relying on its experience in these three major areas.  UNDP Turkey also has a leadership role in promoting resilience-based development approach for overall Syria crisis response in Turkey.

In order to strengthen Quality Assurance and Monitoring and Evaluation (M&E) across UNDP Programmes / Portfolios and all projects based on Results Based Management (RBM), a Quality Assurance and M&E (QA/M&E) Unit will be established to address challenges to strengthen decision-making and results-based planning and support reporting exercises, and ensure that all the projects are fully compliant and aligned with these instruments in order to deliver strong results corroborated by evidence and comprehensive data throughout the whole project cycle. The ToR at hand is for the M&E Analyst, being one of the key staff member in Unit. 

The M&E Analyst works under overall supervision of Deputy Country Director and direct supervision of the Assistant Resident Representative, Head of Programme (ARR/P).  In addition, M&E Analyst will work closely with RBM and Programme Associate and Portfolio Teams in Ankara and field project offices in order to ensure that thematic, programme and project monitoring and evaluations are carried out according to schedules and that findings and recommendations are implemented and followed up.

 

Summary of Key Functions:

  • Development and implementation of effective M&E tools, establishment of management targets and monitoring achievement and reporting of results;
  • Active development and substantive contribution to   implementation of CO M&E Framework under various platforms;
  • Facilitation and coordination of Result Oriented Annual Report (ROAR, IATI and others);
  • Collaboration with programme portfolio teams / projects and integrated operations teams on preparation of reports including, but not limited to donor reports; plans monitoring.
  • Support programme and projects with development of research designs and methodology, establishment and monitoring of targets and baselines;
  • Liaise with evaluation teams on outcome and process level evaluations
  • Support the ongoing process of work planning and review procedures
  • Support and coordinate Outcome level monitoring at Programme level
  • Provide methodological support to program and project units during the formulation, approval and implementation of M&E procedures and instruments
  • Identification and formulation of evaluation findings, lessons learned and recommendations to be disseminated in learning events and channeled into decision-making processes;
  • Contribution to the implementation of Evaluation, Knowledge Management and Learning Strategies;
  • Orient and train CO staff in understanding and applying corporate and CO M&E policies, tools & methods
  • Collaboration and coordination with UN agencies, Government agencies, NGOs, Academia and other organizations on monitoring and evaluation issues;
  • Present data and research clearly for dissemination to partners;
  • Undertake regular field visits to ensure compliance and timely execution of planned M&E
  • Participation in inter agency and donor meetings, if and when required.
  • Work closely with program and project teams in Ankara and field offices and Government officials to ensure that thematic, program and project monitoring and evaluations are carried out according to schedules and those findings and recommendations are implemented and followed up
  • Review quarterly reports, and highlight requirements for reporting on gender
  • Track fund allocations and use the gender marker
  • Work closely with the Gender Focal Team on all M&E processes
  • Document and communicate results, achievements, lessons and success stories in relation to gender equality

Education:

  • Master’s Degree or equivalent in Social Sciences, International Relations, Political Science, Economics or any related field with 2 years of relevant experience.
  •  A first level university degree in Social Sciences, International Relations, Political Science, Economics or any related field with a combination of 4 years of work experience in Project Management and Monitoring & Evaluation may be accepted in lieu of the advanced university degree

Experience:

 

  • 2 years of relevant experience at the national and international level in international development issues.
  • Direct experience in design, monitoring and evaluation of M&E systems for development projects, including quantitative and qualitative research design, development of indicators and establishment of baselines.
  • Substantive knowledge in development issues in general in Turkey and UNDP’s practice areas is an asset
  • Expertise on mainstreaming of gender equality and women’s empowerment in development projects is an asset
  • Experience in the usage of computers and office software packages (Ms. Word, Excel, etc.) and advanced knowledge of spreadsheet and database packages.

Language requirements:

Fluency in written and oral English
