Rational & Background:
Oxfam is bidding under the Asian Development Bank technical assistance (TA) to build the capacity of the Bangladesh Local Government Engineering Department (LGED), the Bangladesh Railway, Bangladesh Rural Electrification Board (BREB), Dhaka Water Supply and Sewerage Authority (DWASA) and Khulna Water Supply and Sewerage Authority (KWASA). The proposed TA project, expected to start in early to mid-2019, will contribute to mainstreaming gender in urban, rural, and water resource infrastructure development by training selected women development officers of the Ministry of Women and Children Affairs (MoWCA) and mobilizing and coordinating a multi-agency monitoring of gender equality results of urban and rural infrastructure development.
Regarding this EOI, Oxfam is currently seeking CVs from applicants for the proposed role of Gender Responsive Monitoring and Evaluation Expert.
Objective of the Assignment:
The main objectives of the consultancy services provided by the Gender Responsive Monitoring and Evaluation Expert are to:
Prepare the gender equality results monitoring and reporting formats or guides for three LGED sectors
Link prepared guides to the Gender Information and Management System (GIMS) of LGED with the assistance of the international Management Information System (MIS) Expert
Train the LGED Monitoring and Evaluation (M&E) staff in using these M&E formats or guides and preparing quarterly monitoring reports using the GIMS data, along with the international MIS Expert
Train the women affairs officers and program officers of the Ministry of Women and Children Affairs in setting up and facilitating participatory mechanisms for monitoring gender equality results in infrastructure development
Duration of the Assignment:
The international individual consultant is required to work for 6 months in total, spread over the project period of 3 years.
Location of the Assignment:
The international individual consultant will be based in Dhaka and is required to travel extensively throughout Bangladesh
Qualification and Experiences of the consultant:
Postgraduate degree or equivalent level of training in organizational management and development with specialization in monitoring and evaluation
At least 10 years of experience in gender responsive monitoring and evaluation, preferably of infrastructure development in South Asia **
