Work LocationHomebased Expected duration5 months Duties and ResponsibilitiesThe United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP's Law Division works with international and national partners, providing technical assistance and capacity development for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition. UNEP is an Implementing Agency of the Multilateral Fund of the Montreal Protocol on Substances that Deplete the Ozone Layer. That role is discharged through the Law Division's OzonAction Branch, whose goal is to enable developing countries to meet and sustain their compliance obligations under the treaty. OzonActionโs Compliance Assistance Programme (CAP) provides a range of services and project implementation support to assist those countries. In this sense, the implementation of HCFC Phase-Out Management Plan (HPMP) Stage II in Guatemala and Honduras aims to reduce 100% of HCFC consumption by 2030, for which UNEP, as a cooperating agency, aims to provide assistance to carry out and implement training workshops for custom officers and other related stakeholders in detecting possible illegal trade and controlling the imports of Montreal Protocol-controlled substances and HCFC-based refrigeration and air-conditioning equipment, included energy efficiency criteria. Duties and Responsibilities: Provide technical guidance, both remotely and face to face (if feasible), to NOUs from Honduras and Guatemala, in close coordination with the compliance assistance regional team for Latin America. Specifically, the consultant will be responsible for the following actions: i. Conduct training workshop (face-to-face/virtual) in Honduras for at least 50 customs, enforcement officers and importers on the effective control of imports of HCFC and HCFC-based equipment, included energy efficiency criteria. The deliverable will include a comprehensive report with the list of participants, detailed agenda, and documentation of the workshop development and outcomes. ii. Prepare a thematic training proposal for customs officials from Guatemala on the control of import procedures for controlled substances and equipment containing them, including presentation material, digital technical content, and Videos (if applicable). iii. Design and deliver a quick reference guide to identify refrigeration and air conditioning equipment and parts entering Guatemala, in accordance with the Harmonized System, including energy efficiency criteria, for use by customs officers and other personnel involved in equipment control. iv. Prepare an assessment report on the current situation of refrigeration and air conditioning (RAC) equipment imports in Guatemala, including: Import regulations, energy efficiency and labeling requirements, identifies regulatory gaps and opportunities for improvement, and incorporates international experiences and models applicable to the country. v. Conduct training workshops (face-to-face/virtual) for at least 90 customs, enforcement officers and importers from Guatemala on the effective control of imports of HCFC and HCFC-based equipment, included energy efficiency criteria. The deliverable will include a comprehensive report with the list of participants, detailed agenda, and documentation of the workshop development and outcomes. vi. Design an online training module for consultation by control officials, brokers, importers and other stakeholders from Guatemala on the effective control of imports of HCFC and HCFC-based equipment in cooperation with the NOU to align the program to the requirements of the Montreal Protocol and Kigali Amendment. Qualifications/special skillsMasterโs degree in engineering, International Affairs, Public Administration, Environmental Management, Economy or Chemistry. Is Required University Degree in Engineering, International Affairs, Public Administration, Environmental Management, Economy or Chemistry, with at least nine years of relevant professional experience can be accepted in lieu of a Masterยดs Degree. At least 7 years of professional experience in customs and excise operations, including detection of illegal trade Is required. Proven experience in the training of Customs/Enforcement Officers and Customs Brokers. Required Is required.
