Under the guidance of Country Director and direct supervision of the Operations Manager, the ICT Business Assistant manages ICT services, develops and implements ICT management systems, provides information management tools and technology infrastructure in the CO ICT Unit. The ICT Business Assistant is responsible for review of and advice on the use of new technologies that will enhance the CO productivity. The ICT Systems Analyst promotes a client-oriented approach.

The ICT Business Assistant works in close collaboration, with Management to provide support, Business Development and advises on system configuration to promote optimal use by individual users. Review current operations identifying areas where improved performance is needed.

Under the guidance of the Country Director and direct supervision of the Operations Manager, the ICT Business Assistant is to supervise and lead the ICT team and provides them with assistance and support on information management tools, technology infrastructure and review, advice and ensure availability and functionality of the Local Area Network (LAN) and the Wide Area Network (WAN) environments.

The ICT Business Assistant will work closely with Country Office management, Programme, Operations and project teams in the CO and UNDP HQs staff to resolve complex ICT-related issues. S/he liaises with Regional Information Officer (RIO), the Regional Bureau Information Manager (RBIM), OIMT staff, to analyses strategic business needs, develop and implement appropriate ICT action plans and align their ICT priorities and investments.

 

He/she will act as focal point for policy issues related to information management and communication technology.

Implementation of ICT strategies and introduction and implementation of new technologies, focusing on achievement of the following results:

 

  • Full compliance with corporate information management and technology standards, guidelines and procedures for the CO technology environment.
  • Analysis of the requirement and elaboration of internal policies and procedures on the use of ICT.
  • CO ICT Business Processes Mapping and elaboration/establishment of Internal SOPs in ICT Management and the control of workflows within the ICT team.
  • Conduct market research and analysis, and introduction of new technology for country office system updating and improvement.
  • Provision of advice on and assistance in procurement of new ICT equipment for the CO and projects, provision of technical specifications and information on best options in both local and international markets.
  • Development and update of the ICT annual plan and road map. Development and update of the business continuity plan, disaster recovery plan, ICT infrastructure and training plans. Follow up on their implementation.
  • Provision of support to the use of Atlas (UNDP’s implementation of PeopleSoft ERP) functionality for improved business results and improved client services.
  • Leadership of the ICT team for effective and client-oriented services.

Development of web-based and workflow applications to facilitate the CO’s information and document management

  • Development and implementation of CO information accordance with UNDP policy and the country office needs.
  • Analysis of the business processes, and development of management systems in web-based and workflow applications that improves CO operations and timely availability of information for program and partners.
  • Maintenance of existing applications and further development

Contribute to the review of application development projects and liaises with outsourced companies.

 

Management of CO hardware and software packages:

  • Ensures CO Hardware and Software platforms meets UNDP’s corporate standards and fits the CO key business processes and needs.
  • Provides advice and ensures maintenance of equipment and acquisition of hardware and software supplies.
  • Coordinates and provides assistance in the setting of priorities for the acquisition and use of office technology
  • Proposes tools and methods for improving effectiveness.
  • Manages problem solving, support and assistance for use of office’s technology
  • Informs the ICT team of facilities and services to improve on effectiveness of the LAN.

 

Ensures efficient networks administration, focusing on achievement of the following results:

 

  • Technical maintenance and support to troubleshooting for CO website, SharePoint Portal and server issues
  • Advises on system configuration to promote optimal use by individual users. Review current operations identifying areas where improved performance is needed.
  • Monitoring of the computing resources to provide a stable and responsive environment.
  • Operation of network utility procedures defining network users and security attributes establishing directories, menus and drive-mappings, configuring network printers and providing user access.
  • Monitoring of backup and restoration procedures for both server and local drives.
  • Timely upgrade of LAN infrastructure and Internet connectivity to meet UNDP requirements.
  • Provision of technical advice on network administration to other agencies as required and monitoring preparation of bills for cost-recovery for the services provided. 

Ensures facilitation of knowledge building and knowledge sharing in the CO focusing   on achievement of the following results:

 

  • Identification and promotion of different systems and applications for optimal content management, knowledge management and sharing, information provision.
  • Organization of trainings for the operations/ projects staff on ICT issues.
  • Synthesis of lessons learned and best practices in ICT.
  • Sound contributions to knowledge networks and communities of practice.

Education

 

Bachelor’s Degree or Equivalent in Computer Information systems, Mathematics, Engineering.  Good knowledge of Micro-computer technology, PC/LAN operating systems; MS XP and Windows 2000, MS Office XP and 2003 and Data Management.

 

Experience

 

At least 5 years of progressively responsible and relevant experience in ICT including Windows 2000 server network Administration; use of server network administration; use of industry standard hardware/software and telecommunication facilities.

Contract Duration: one year (with possible extension)
