How can you make a difference?
Under the direction of the Chief, Policy, Administrative Law and Liaison Section (PALLS) and with direct guidance from the Director, DHR and senior DHR management, you will develop, formulate, review, update, interpret and communicate UNICEF’s human resources policies and procedures.Draft UNICEF'S HR policies and procedures to support the Organization's goals, strategies and direction, while ensuring consistency with decisions of the UN General Assembly, the International Civil Service Commission, CEB, HLCM, HR Network and UNDG, as well as other inter-agency fora. Formulate and review HR policies and procedures. Develop new/revised policies, in close collaboration with the Director of DHR, Section Chief and senior DHR management, and reviews existing policies for continued usefulness, applicability and consistency with United Nations staff regulations and rules. Lead policy review and consultation with UNICEF management, staff representatives and global OneHR community of HR practitioners through appropriate channels. Provide interpretation and guidance on UNICEF policies and practices, UN staff regulations and rules, as well as exceptions and precedents to senior managers, DHR sections, Regional/ Country offices and OneHR global community of HR practitioners. Respond to HR policy related queries from counterparts in other UN agencies. Develop appropriate communication strategies and consistently communicates with and trains stakeholders within UNICEF globally on existing and new regulations, rules, policies and practices. Ensure that the HR Handbook is up-to-date and utilized as a primary information depositary by UNICEF managers and staff, as well as other stakeholders. Develop systematic ongoing feedback mechanisms for evaluating policy impact and effectiveness, and mechanisms for respective policy updates and changes, taking into consideration evolving organizational goals and needs. Advise strategy and prepare position papers for the Director, DHR, and other senior managers on HR issues,
To qualify as an advocate for every child you will have…An advanced university degree (Master’s or higher) in Human Resources Management, Public Administration, Social Sciences, Law or a similar discipline. A minimum of 8 years of relevant professional experience in Human Resources. Sound knowledge and understanding of HR policies and procedures and inter-agency relations. Having represented UNICEF, or other organizations' HR departments in (high-level) inter-agency committees and working groups is highly desirable. Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
