TERMS OF REFERENCE

7. Brief Project Description:

The United Nations World Food Programme is a solution provider in the struggle to end acute hunger and malnutrition and focuses on reaching the furthest behind first, the most food insecure, and the malnourished. WFP’s dual mandate allows it to use a development lens in its humanitarian responses, and to align early recovery and development interventions accordingly. As a result of this dual mandate, WFP’s experience in both humanitarian and development contexts has allowed it to establish unique strengths and capacities for building resilience for food security and nutrition, including for contexts of protracted crises.

WFP has been operating in Mauritania since 1964 providing relief assistance, school meals, malnutrition prevention and treatment, asset creation and livelihoods, and humanitarian air services. WFP will operate a strategic shift under the 2019-2022 CSP, and will move away from short-term recurrent interventions towards more systemic, agile and long-term solutions with a view to progressively transfer capacities and programs to the Government. To achieve this objective, WFP will leverage its inner strengths – including its corporate expertise in ASP (Adaptive Social Protection system), wide field presence and solid operational capacity. It will also anchor its strategy within broader regional and global initiatives, such as the G5 Sahel, the UNISS, WFP’s regional resilience scale-up plan, the SUN movement, etc. Partnerships will be at the core of its strategic and programmatic approaches, to mobilize the financial resources, expertise and technology required for achieving impact.

8. Organizational Context:

Under the direct supervision of the Country Director, and in close consultation with the Deputy Country Director and all Heads of Units, the consultant will work on duties described in section 9.

9. Key accountabilities

  • Following a hand-over period with the current incumbent of the position (provided the position is filled in a timely manner), lead the Government Partnerships and Reports unit;
  • Revise the sstructure of the unit to include a national officer as part of CO’s strategy to encourage and strengthen national capacities, and in line with the CSP 2019-2022;
  • Oversee the regular update of the CSP 2019-2022 Partnerships Action Plan to make it a strategic and operational document useful for the CO, and that informs management decisions. This entails, amongst others: follow-up partnership meetings with Programme colleagues so to capture strategic decisions, conduct a partnership mapping, prospect new financial and technical partners that support the CO’s implementation of the CSP strategy, etc.;
  • Supervise Government Partnerships and Reports Unit’s staff to ensure appropriate development and enable high performance, acting as a point of referral and supporting them with more complex analysis and queries;
  • Lead the development and implementation of the Unit’s work plan for resource mobilization, reporting and communication, and setting goals for performance in compliance with the CO’s CSP 2019-2022 strategy and vision;
  • Manage a portfolio of partnerships, soliciting contributions, providing donor forecasting, negotiating changes and assessing results, to maximize resources raised, and proactively highlighting fundraising opportunities to senior managers;
  • Oversee and deliver activities that identify, develop and maintain government partnerships and maximize funding;
  • Coordinate and prepare accurate donor reporting and resourcing status of programs, identifying trends and issues, and proposing solutions, to enable informed decision-making and action planning by senior management;
  • Represent the Unit in the Resource Mobilization Committee (RMC) by ensuring that relevant inputs including donor constraints are taken into consideration by all functional units in the implementation of operations;
  • Coordinate all corporate and operational reporting, i.e. the Annual Country Reports (ACR) and the production of periodic and ad hoc reports;
  • Ensure that standard Operational Information Management and Public Relations procedures and templates are followed to drive the quality, consistency and standardization of information management and performance reporting across WFP;
  • Maintain awareness of and communicate on current activities, political and social events of UN and other multilateral bodies/governments, conduct analysis to understand how they may impact WFP activities and programs and provide timely information to WFP staff for decision-making;
  • Any other priority tasks as required by the context and in relation with the above priorities.

10. Results/Expected Output:

The following documents will be drafted and submitted in a timely manner (might evolve over time):

  • Donor contributions and forecasts matrix, RMC matrix tracking, Management Plan Resource Outlook;
  • New concept notes / funding proposals;
  • Donor reports;
  • Partnerships Action Plan regularly updated;
  • ACR, and other corporate and ad hoc reports;
  • Press release, pictures/videos and posting in social Media, donor missions, local events organized, and other communication tools and materials produced.

11. Qualifications

Education: Master of Arts in International Relations, Business Administration, Information Management, Communication, or other relevant training in International Development and / or Humanitarian Studies.

Professional Experience: Two/Three years of professional experience in partnership management, project management, communication, or fundraising within an international organization (UN or NGO). Experience with EU DEVCO/ECHO project management (Proposal and reports drafting) processes would be an asset.

Languages: English (fluent), French (good level)

12. Competencies

Planning and organization: Ability to identify priority activities and assignments, allocation of appropriate amount of time and resources for completing work.

Communication: Excellent written and spoken communication skills in English and French.

Teamwork: ability to work collaboratively across units with colleagues to achieve organizational goals; ability to solicit inputs by genuinely valuing others' ideas and expertise; willingness to learn from others, and ability to work in a multi-cultural, multi-ethnic environment. Capacity to work with transparency; capacity to build trust in colleagues.

Other: Excellent computer skills are required in the complete Microsoft Office (Word, Excel, PowerPoint, Publisher). Knowledge of Adobe software will be an advantage.
