UNICEF is seeking talented Human Resources Specialists at P-3 level to populate its Talent Group for positions located in the field (mainly in Country- and Field Offices*). Some of these positions are located in non-family and/or emergency duty stations**.

The position of Human Resources Specialist is rotational and mobility is a condition of international professional employment with UNICEF and an underlying premise of the international civil service. As such, staff are expected to move periodically to different duty stations and new functions.

Talent Groups at UNICEF are exclusive lists of pre-vetted, highly qualified professionals ready to be selected as positions become vacant globally. After a rigorous selection process, successful candidates will be placed in the P-3 HR Specialist Talent Group for a period of 36 months.While placement in the Talent Group does not guarantee a position, it is an important resource for filling P-3 HR Specialist positions.Candidates placed in the Talent Group will be reviewed when a relevant position opens and may be offered placement through a direct selection process.

How can you make a difference?

As HR Specialist, you will be accountable for implementing HR services that enhance the capacity of your clients to deliver on their business goals and objectives. In doing so, you will demonstrate the ability to anticipate HR-related needs and develop subsequent plans and solutions that align HR management with the business objectives of the Organization. Key functions include the following:

Acting as a trusted partner to managers and staff and providing advice pertaining to all aspects of the employment life cycle Providing accurate and timely advice on HR policies, ensuring the highest level of client orientation Proactively advising clients on the resolution of human resources issues, ensuring equitable and transparent solutions that protect both the staff and organization’s interests in accordance with policies, regulations and procedures Analyzing and synthesizing issues and problems, interpreting guidelines and recommending solutions Partnering with managers and staff to embed UNICEF values of ethics, integrity transparency and fairness in office cultures Liaising with the HQ Divisions, regional and country offices to support and contribute to corporate HR strategy formulation and global implementation;providing feedback and making recommendations on the establishment and improvement of HR systems, policies and processes In collaboration with business owners, designing and delivering learning plans for staff to enhance their knowledge and build skills in new areas and to contribute effectively to business goals Providing day-to-day performance and talent management guidance to line management (e.g., coaching, counseling, career development, career conversations) Using data analysis to help inform strategic decision making on HR processes and strategies Keeping abreast, researching, benchmarking, and implementing best and cutting-edge practices in HR management Contributing to the development and implementation of strategies to support emergency preparedness and response, when applicable

To qualify as an advocate for every child you will have…

An advanced university degree (Master’s or higher) in human resource management, business management, international relations, psychology or another related field.A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree. A minimum offive (5) yearsof relevant professional experience in human resource management in an international organization and/or large corporation. Extensive international exposure and UN or INGO work experience. Background/familiarity with Emergency, as an asset. Fluency in English. Knowledge of a second UN language particularly, French, Spanish or Arabic is an asset.
