HIAS seeks a General Accountant in HIAS Panama to verify and control the correct and timely recording of transactions and reporting of financial information to control bodies, ensuring compliance with accounting and financial policies and procedures of HIAS, in accordance with guidelines and organizational principles and current accounting and tax regulations. S/he ensures maintenance and high standards of accounting records, internal controls in accordance with International Accounting Standards, administration standards, Panama laws and regulations, and executes established financial and administration policies and procedures. The General Accountant will report directly into the Panama Country Director with a dotted line into the Controller in HQ. S/he also works closely with HQ Finance and Grants Compliance management team.

Essential Functions: ·

  • Reviews and controls the registration and physical support of accounting transactions of the organization (expenses, income and newspapers).
  • Reviews the payroll accounting records, the calculation of income tax and provision of compensation of personnel; reviews and approves employee income tax withholding forms.· Makes the accounting record of specific transactions.
  • Reviews and controls the cashbox of small boxes of the localities; reviews and authorizes the replenishment of funds for localities.
  • Generates monthly and annual financial statements; performs monthly analysis of balance sheet accounts and generates the respective report.
  • Registers bank costs and checks the sequential checks of major accounts; conducts bank reconciliation (Major Banks vs. Bank Account Statements) of main accounts.
  • Follows the reconciliation items of main accounts; reviews and controls the bank reconciliations of the locality accounts.
  • Generates and sends transaction information for the preparation of the Monthly Report of the Financial and Economic Analysis Unit (UAFE).
  • Works with the Country Director and program team in the preparation of country office budgets, program budgets and proposals.
  • Prepares, analyzes and reports to the country director and HQ monthly budget vs actual analysis.
  • Ensures controls of expenses assigned to grants and work directly with program managers and country director to manage actual expenses.
  • Oversees day-to-day office and residential premises; to include, leases and maintenance.· Manages HIAS Panama vendors while ensuring procurement policies and procedures are met; manages HIAS vehicles and maintenance within country.
  • Ensures staff are trained on all procurement and logistics policies and procedures; assists Country Director with Safety and Security of office and residential premises.
  • Makes the monthly declaration of taxes before the SRI (Internal Revenue Service).· Prepares statements of monthly and annual Tax Annexes; prepares and validates information required by the SRI for the VAT refund process.
  • Reviews required documentation in audit processes (internal and external).
  • Monitors the availability of funds from bank accounts.
  • Coordinates the registration and updates of authorized signatures in financial entities.
  • Provides support and accounting and tax advice to the different areas and locations of the Organization; attends information requirements and documents from financial institutions and control.
  • Completes visits to localities to evaluate internal control of financial and accounting processes, procedures and policies.
  • Participates in departmental meetings for the planning and coordination of the financial management of the Organization.
  • Conducts regular meetings with team to plan and follow up on the management of the area.· Manages and approves requests for vacations, licenses and permits from the staff under their charge.

Qualifications and Requirements:

  • University Degree in Accounting with Certified Public Accountant (CPA) certification.· Minimum experience of five (5) years performing accounting functions and at least two (2), assuming the position of General Accountant; knowledge of current tax and labor regulations; knowledge of Panama laws and regulations.
  • Extensive work experience in an Accounting or Finance position with accounting and budgeting responsibilities and experience in a INGO or similar field; management/supervisory experienced desired.
  • Oral and written fluency in both written and spoken English and Spanish required; strong communication and interpersonal skills.
  • Excellent computer skills in all Microsoft office suite products (Word, Excel, PowerPoint, etc.); highly organized and detail-oriented with strong analytical and problem-solving abilities; capability to handle sensitive and confidential information.
  • Ability to work under pressure; problem solving and excellent leadership skills.
  • Strong ethics and values; ability to work with a team and autonomously.
  • Authorization to work in Panamá;
  • Ability to travel throughout Panama as required; ability to travel internally on behalf of HIAS, as required.
