About the job

Overall purpose of the role: The Finance Specialist will oversee financial operations in Turkiye with a focus on partnership financial management and ensuring compliance with Turkish payroll, taxation, and legal requirements. The role ensures efficient financial processes, compliance with donor and organizational guidelines, and alignment with Turkish financial regulations. This position balances financial support to partners and adherence to legal obligations while driving financial capacity-building efforts by ensuring compliance with the finance chapters of DRCโ€™s Operations Handbook.

Geographic Scope: Country (Tรผrkiye)

This role has a country focus and ensures compliance to DRC procedures and guidelines within the country. The role contributes to the implementing of country localization strategies with financial partnership management and monitoring tasks, which are translated into action plans and day-to-day tasks. The role also provides legal compliance support and/or technical guidance to country operations while overseeing country activities.

Duties and Responsibilities:

Oversee financial monitoring of partners, ensuring accurate review, verification, and booking of expenses in Dynamics. Provide technical support for partners to enhance compliance with DRC and donor financial guidelines. Assist the Finance Manager on financial assessments for partners, offering guidance and implementing capacity-building strategies to promote continuous improvement. Working closely with Partnership Department for all partnership related processes. Organize monthly- bimonthly meetings for budget follow-up reports and organize regular financial monitoring meetings with partners to ensure accountability. Assist the Finance Manager on partnerโ€™s budget preparation, financial tracking. Lead to manage partner instalments to ensure efficient use of funds. Review and reconcile partner expenses, ensuring compliance with organizational and donor policies, and addressing any discrepancies. Ensure partner-related financial documentation is prepared in alignment with audit requirements and donor guidelines Monitor and review payment folders for compliance with Turkish labor and trade laws, ensuring adherence to national regulations Assist the Finance Manager with random sampling and reviews of financial documents to maintain compliance with internal control regulations and national standards. Work closely with the Finance Manager on the preparation and coordination of project, statutory, and government audits, managing audit queries and ensuring compliance with local audit standards. Collaborate with the HR Department on Social Security Institution (SSI) requirements and assist in reviewing monthly payroll financials under the guidance of the Finance Manager. Maintain close communication with the CPA to stay updated on changes in Turkish governmental laws, advising on necessary adjustments to ensure ongoing compliance Support procurement processes by participating in bid openings and reviewing financial and legal documents for regulatory adherence. Lead the CPA's monthly visit, overseeing legal compliance, validating financial bookings, and cross-checking monthly Tax and SSI declarations and accrual slips. Rebooking with an authorized rebooking template in Dynamics Preparation of the monthly budget follow up excel file before monthly meeting. Act as a backup for team members on Dynamics modules, providing support for financial tasks as needed.

About you

To be successful in this role we expect you to have bachelor's degree in Finance/Accounting or relevant fields (Master degree will be considered an asset).

Minimum 3 years of practical experience (equivalent of 2 years of practical NGO experience) in financial management focusing on partnership financial oversight and legal compliance. Proven experience within NGO Finance Department. Advanced proficiency in Excel and experience using Dynamics or similar financial systems. Strong knowledge of Turkish labor, trade laws, and tax regulations. Ability to manage relationships with partners, donors, and local authorities, ensuring financial compliance. Full professional proficiency in English and Turkish.
