Education: Advanced University degree in Finance, Business Administration, Accounting or related fields, or First University degree in the same subject(s) with additional years of related work experience plus membership in an international recognized professional accountancy body such as Association of Chartered Certified Accountants (ACCA), Institute of Certified Public Accounts (ICPA) or equivalent.

Experience: 5 years of relevant professional experience.

Language: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.


This Job is located in Cox’s Bazar, Bangladesh Country Office, under the general supervision of Head of Finance and technical guidance of the Senior Regional Finance Advisor.


To manage the stewardship of WFP’s resources, providing specialized assistance in Cash Based Transfer interventions from Finance function in the context of current L2 emergency in Bangladesh.

With the changing environment of operations and financial policies set by the government, below are the expected deliverables at the end of assignment:

  • Review and amendment of current contracts, launch of new tenders, or use of Global Beneficiary Payment Solution with Western Union
  • Follow-up with KYC requirement of the government, and support to implementation of cash delivery at scale in camp and for host communities
  • Establishment of a multi-wallet and the multipurpose cash platform in partnering with other UN agencies and NGOs
  • Greater engagement and linkage with SCOPE application for further scale-up.
  • Provide support to other finance function as required

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Support Bangladesh Country Office operations in Cox’s Bazar on the implementation of CBT interventions, and compliance with WFP standard procedures and processes.
  2. Support and guide the Bangladesh Country Office on financial sectorial assessments such as Macro and Micro Financial Assessments.
  3. Support oversight and compliance function as appropriate and assist in clarifying and improving proper application of CBT established policies and procedures and prepare comprehensive reports on findings with improvement action plans.
  4. Support corporate finance and Cash Based Transfers (CBT) strategies by contributing to the development of policies and procedures in consultation with relevant divisions in RBB, participating in key programmatic initiatives.
  5. Support comprehensive CBT related risks analysis of operations in the Cox’s Bazar Sub Office, providing conclusions to management to enable them to make informed decisions and minimize financial risk exposure to the organization.
  6. Support the Bangladesh Country office in the identification, operationalization and reporting on multi-sectoral interventions.
  7. Advise and support Cox’s Bazar office in implementing resource management (finance and budgeting) policies in order to ensure transparent and efficient utilization of WFP’s financial resources and identify areas for savings in current financial or business processes.
  8. Any other tasks that may be required to support the finance function in operations in Cox’s Bazar, and more broadly in Bangladesh.

  • Previous experience working with CBT or similar interventions in the humanitarian sector is desirable, especially in emergency context.
  • Professional experience in financial services industry is an advantage.
  • Excellent written and oral communications skills in English.
