Position: Finance Manager

Duty Station: Kyiv

Reports to: NGO Forum Director

Start date: Immediately

Assignment: Initial 6 month contract with possibility for extension

Salary: 1200 – 1400 USD

The Ukraine NGO Forum represents international and national NGOs providing humanitarian and development assistance to conflict-affected populations in eastern Ukraine. The strategic priorities of the Forum include advocacy, capacity building, coordination, and strategic communications. Roles and Responsibilities

  • Review and approve all the bank and cash transactions and supporting documents (Payment vouchers, Contracts, Bills, etc.) according to the organization’s policies and procedures and are in compliance with Ukrainian law
  • Ensure all expenses are reasonable and appropriately authorized, in compliance with donors’ procedures and recorded on a daily basis
  • Prepare funds requests and submit it to donors to ensure sufficient funds are on hand to pay for planned operational activities
  • Monitor project budgets, create realistic forecasts and follow-up with Project managers,
  • Develop project budgets for new project proposals according to project needs and guidelines
  • Deal with annual and project audits
  • Prepare and submit financial reports on a monthly and quarterly basis depending on the donor’s requirements
  • Make recommendations and update organization’s financial, procurement and accountancy policies and procedures
  • Make procurements in a timely matter in accordance with Ukraine NGO Forum policies and procedures, in a transparent, accountable, efficient and cost-effective manner
  • Ensure that all procurements are managed, tracked and recorded
  • Perform other duties as assigned


  • Fluent level of English, Ukrainian and Russian
  • University degree in Accounting and Finance or other relevant subjects
  • Strong knowledge of Ukrainian legislation related to finance, HR and accounting. Good knowledge of the Ukrainian Tax and Labour Codes
  • Minimum 4-5 years of experience as a Finance Manager in not-for-profit organizations
  • Additional finance related experience in the business sector would be a plus
  • Experience with OFDA, ECHO, and other foreign donors is a plus.
  • Experience in procurement and logistics would be an asset
  • Experience in development, implementation, and monitoring of financial and administrative systems and procedures would be a plus
  • Excellent skills to analyze financial data, design and produce effective management reporting/information, developing budgets and budget management
  • Excellent in MS Office and accounting software 1C.8.3 (for non-profit organizations)
  • Ability to present financial data in a simple, clear and transparent way
  • Excellent attention to detail, organizational skills and ability to maintain an accurate and transparent data system
  • Ability to optimize resources for achieving better results, Good problem-solving and negotiation skills
  • Ability to work independently and proactively, manage and prioritize a complex and diverse workload and to work to tight deadlines, work under stress and pressure
