UNDSS in Israel and Occupied Palestinian Territory (IOPT) is supporting the UN Agencies and International Non-Governmental Organizations (INGOs) and International Organizations (Ios) to enable them to conduct their operations in the safest way possible.

Duties and Responsibilities

Under the guidance of the Field Security Coordination Officers (FSCOs) and the direct supervision of the Security Coordination Officer, the Field Security Associates will assist in the implementation of security operations and all matters relating to the management of safety and security of UN personnel in the security area of assignment.

1.Assists the ASA/FSCO in collecting, updating and communicating information regarding the security situation in the country:

Liaises and coordinates, as appropriate, with the host government security organizations and/or personnel, including national and local provincial authorities, military, and police officers, as well as non-governmental organizations and other non-State actors in the area of operation. Helps to assess the security situation at the duty station and ensures adequate gathering and verification of security information that may be required for a proper analysis of the situation by the ASA/FSCO. Communicates information on security to the heads of United Nations agencies and provides host country security advice to UNDSS in the absence of the ASA/FSCO, as required. Maintains regular contacts with Security Focal Points of UN agencies. Provide technical assistance at ASMT/SMT meetings when required.

2.Assists in maintaining the Security Plan, including updating staff lists:

Helps in the preparation and review of the UN Security Plan. Supports actions during the implementation of the Security Plan, as required.

3.Assists the FSCO in monitoring compliance of SRM Measures established for the duty station.

Conduct regular inspections and assessments of UN premises and field locations to ensure that all Security Risk Management (SRM) Measures are properly implemented and maintained. Compile and analyze compliance reports by collecting data from security focal points, identifying gaps or non-compliance issues, and recommending corrective actions. Support training and awareness sessions for staff to reinforce understanding and adherence to SRM Measures and to promote a culture of security compliance

4.Assists in reporting security incidents affecting UN and INGOs/IOs personnel, offices and assets, and assists in the preparation of security reports, such as the Security Incident Report, and other Security Assessments.

Collect and verify incident information from various sources (e.g., field offices, local authorities, SLT partners) to ensure accurate and timely reporting of security incidents. Draft and compile Significant Security Incident Reports (SSIRs) and other relevant security documentation for review and submission to the Field Security Coordination Officer (FSCO). Maintain and update the security incident database, ensuring proper categorization, trend analysis, and dissemination of key findings to support ongoing security assessments and decision-making

5.Provides support in organizing and conducting training courses on security awareness and preparedness and providing security orientation to newly assigned staff members. Conducts security briefings, as required.

Coordinate logistics and materials for security awareness and preparedness training sessions, including scheduling, venue arrangements, and preparation of training aids or presentations. Assist in delivering security training and orientation sessions for newly arrived UN and INGO/IO personnel, ensuring that all staff understand security procedures, communication protocols, and emergency response measures. Conduct regular security briefings and updates for staff and visitors on current security situations, recent incidents, and any changes in security policies or procedures.

6.Supports the FSCO through conducting security evaluations and provision of advice:

Provides support in conducting security evaluations and provides advice on Residential Security Measures of UN/ INGOs/ IOs personnel, as well as on latest trends and threats to staff safety and security. Establishes and maintains warden system and keeps update of information related to UN offices and residences. Administers a pass and ID system.

7.Provides general administrative assistance to the ASA/FSCO:

Maintains routine and confidential correspondence files/documents Maintains a database on contact details in relation to host country security authorities. Arranges appointments, receives visitors, places and screens telephone calls and answers queries with discretion, and takes minutes and/or notes at meetings.

The incumbent performs any other duties agreed to within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Required Skills and Experience

Education:

Secondary Education is required OR A first level university degree in Business Administration, Political Science, Management, Security Management or related fields will be given due consideration, but it is not a requirement.
bachelorโ€™s degree of relevant work experience in the humanitarian sector,
Programme management, operations, security, disaster or emergency or related field.

Experience:

A minimum of 6 years with a high school diploma or 3 years with a bachelorโ€™s degree of relevant work experience in the humanitarian sector, Programme management, operations, security, disaster or emergency or
related field

Required skills:

Computer-based tools (MS office suite and other computer-based, web, and smartphone applications) are essential. Ability to work on a rotational shift basis that includes nights, holidays, and weekends. Possession of a valid driverโ€™s license class C is required

Desired skills in addition to the competencies covered in the Competencies section:

Prior working experience within the UN system, INGO, or other international organizations is desirable. Experience in working in emergency operations is an asset Experience in handling of web-based management systems is an asset.

Required languages:

Fluency in English, Arabic and Hebrew is required.
