Job Title: Emergency Response Advocacy Manager

Duration: International hire, Six months

Position Reports To: Advocacy and Communications Director, in close coordination with Response Director

Department/Group: Advocacy and Communications Department

Location: Cox’s Bazar, Bangladesh


Lead the efforts of the World Vision Myanmar-Bangladesh Refugee Crisis Response (MBRCR) to advocate for the rights and needs of children and their families.


1. Establish, staff and resource Advocacy unit to meet response needs.

· Manage the Advocacy unit, including staff and budget in order to deliver the Advocacy strategy and related outputs.

· Recruit, manage and build the capacity of a nationally-hired advocacy officer.

· Plan for Advocacy transition/integration with NO.

· Work with other members of the emergency response and national leadership to ensure that advocacy is understood and prioritized.

· Ensure a principled approach to World Vision’s advocacy, and conduct internal advocacy as needed to ensure humanitarian principles and relevant international standards are upheld and prioritized.

2. Develop and implement the Advocacy strategy in conjunction with key stakeholders.

· In line with the response advocacy strategy, identify and prioritize issues that prevent children and their families from being able to fully exercise their rights, and develop and/or implement an advocacy plan for how these issues can be overcome.

· Provide technical guidance and support to Operations and Programmes to address advocacy needs and where appropriate integrate advocacy into funding requirements.

· Coordinate with P&C to ensure advocacy needs are built into capacity building plan.

3. Develop and share advocacy messaging on key context issues, updating as context changes.

· Compile real-time information and conduct analysis to create an evidence base for effective national, regional, and international advocacy.

· Support Response Communications to develop media resources that promote World Vision policy positions.

· Prepare advocacy messaging on key issues to support consistent communications and advocacy efforts in the National Office, Regional Office, Support Offices and Global Centre.

4. Produce policy and decisions to highlight gaps in the response environment to achieve

required national and international changes.

· Conduct research and supervise the production of publications and other materials required to further advocacy agenda.

· Develop Influence plan covering partnership and humanitarian needs (i.e. global capitals) and in-country engagement.

· Coordinate policy and information sharing with global Advocacy Response Group (ARG).

· Draft Advocacy position papers and disseminate to targeted audiences.

· Coordinate with Programmes to influence donor funding strategies.

· Monitor, engage and influence IOM, and the UN and its key agencies on the conduct of their joint work with World Vision.

· Represent World Vision in an advocacy capacity at coordination meetings and interagency forums and act as the WV focal point for joint interagency statements and letters.

5. Identify and engage partners (internal and external) and coalitions to support effective child-focused advocacy.

· Coordinate and share information within the World Vision partnership, including through chairing or co-chairing the global Advocacy Reference Group (ARG).

· Represent World Vision in the Inter-Sector Coordination Group Advocacy Working Group and other relevant forums.

· Engage and strengthen relationships with members and leaders of the refugee and host communities; fellow humanitarian NGOs and UN agencies; donors and external government representatives; and government officials.

6. Plan, program and implement capacity building for community-led advocacy.

· Develop a capacity-building plan for beneficiaries and local organisations with Humanitarian Accountability that mobilises, equips and motivates them to undertake advocacy activities, as appropriate to the context.

· Coordinate with Programmes and Operations (especially Protection and Child Protection) on the design and implementation of community protection education activities.

· Engage with DME regularly to monitor impact.


This international position requires an individual with a strong advocacy background and demonstrated experience in humanitarian emergencies. The appointee should be a good team player who can show good leadership qualities, relate well cross-culturally and adapt well in rapidly changing environment. The candidate must be well-versed in human rights and protection issues.


· A post-graduate degree or equivalent in human rights, development studies, international relations, or related field.

· Minimum five years’ experience in the humanitarian sector.

· Demonstrated experience with analysis and evidence-based advocacy, preferably in complex emergencies.

· Familiarity with international law and rights, including human rights, children’s rights, refugee law, and international humanitarian law.

· Demonstrated management and capacity-building skills.

· Excellent drafting and communications skills.

· Strong interpersonal, representation, and negotiation skills.

· Ability to navigate difficult advocacy conversations sensitively and confidently.

· Creative, Independent thinker with strong organisational skills and ability to prioritise. Ability to live and work in challenging environments.
