The United Nations Department of Safety and Security (UNDSS) on behalf of UN Security Management System (UNSMS) is responsible for providing leadership, operation support and oversight of UNSMS to enable the safest and most efficient conduct of the programmes and activities of the United Nations System. An effective Emergency Operation Center (EOC) is a key element to support UNSMS.

 

Under the direct supervision of the Local Security Assistant (LSA) in Nepal, the Emergency Operations Centre’s Assistant (EOCA) is responsible for handling the Radio & Telephone traffic to & from the Radio Room and keep the necessary details on itineraries and location of all UN Staff travelling in the respective area.

Responsibilities:
Under the direct supervision of the Local Security Assistant (LSA) in Nepal, the Emergency Operations Centre’s Assistant (EOCA) is responsible for handling the Radio & Telephone traffic to & from the Radio Room and keep the necessary details on itineraries and location of all UN Staff travelling in the respective area.

Summary of key functions:

1. Monitor and operate UN HF and VHF radio networks by:

  • Responding to the calls from travelling UN staff, logging the summary of the conversation on the radio log;
  • Conducting Radio Check;
  • Reporting the status of Radios in the Radio Room to Radio Telecom Assistant.

2. Man & operate sat phone & direct line telephone installed in the radio room by:

  • Responding to the Telephone & Sat Phone calls from travelling UN staff & log the summary of the conversation in the radio log;
  • Sending SMS to concerned Staff Members as per need.

3. Maintaining an up to date register (log book) of all UN staff members traveling in the region by:

  • Remaining informed with the location and itineraries of UN staff travelling in the region through the Daily Travelers Status Report (DTSR) Sheet and Travel Request Information Process (TRIP), and communicating through Radios, Sat Phone & PSTN Phone;
  • Entering the details of travelling UN Staff into the Excel Database and prepare the DTSR;
  • Keeping the respective agency focal points & Security Coordinators informed if any travelling staff members have not been reporting to the Radio Room for a considerable amount of time.

4. Monitor & disseminate all important incidents & situations of temporary nature in the area to all concerned UN staff by:

  • Collecting the information on important incidents & situations in the region
  • through travelling staff members, traffic police, media, INGO/NGO & locals in the area;
  • Broadcasting the incidents or situations of temporary nature on VHF Radio;
  • Advising travelling UN Staff on road & traffic conditions.

5. Respond to emergency calls with the standard procedures of:

  • Responding to any emergency calls to the radio room from radio, sat phone &
  • telephone;
  • Keeping the record of the call on the radio log, keep audio record if necessary.
  • Informing the respective security coordinators about the calls;
  • Handling emergency situations as per the direction from respective security
  • coordinators.

6. Other tasks assigned by the LSA as required.

 

Competencies:

  • Excellent knowledge of MS Word and Excel spreadsheet in data management;
  • Good knowledge of spoken and written English and Nepali languages;
  • Responds positively even under pressure;
  • A good listener and careful in delivering a message with accuracy;
  • Displays harmonious & cooperative spirit with colleagues;
  • Ability to meet deadlines and prioritize multiple tasks;
  • Display cultural, gender, religion, race, nationality & age sensitivity and adaptability;
  • Demonstrate a commitment to the UN mission, vision & values;
  • Some knowledge and understand of the UN security policies preferred.
     

Education:

  • Completion of higher secondary level or equivalent in Social Science, Management or any other relevant field

Experience:

  • A minimum of 3 years’ experience in secretarial and administration area.
  • The work experience in United Nations communication field will be an added advantage.

Language Requirements:

  • Fluency (written and oral) in English and Nepalese languages.
