Org. Setting and ReportingThis position is located in the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA), duty station Bangui .The incumbent of this position will be under the direct supervision of the Senior Electoral Officer. S/He will report to the Chief Electoral through the Senior Electoral Officer. ResponsibilitiesWithin delegated authority, the Electoral Officers, P-4 (IT / Database management) will be responsible for the following duties: โ€ข Implement, and often supervise the implementation of, electoral programs and processes in the following areas, as required: information and communications technology, data processing and analysis, procedures, graphic design, capacity-building, as well as project support. โ€ข Assist the National Elections Authority (ANE) to assess information technology requirements with reference to the voter registration process, candidate registration and results processing and disputes management. โ€ข Lead the support to the National Elections Authority (ANE) in the management of its centrally located database. Personally, perform all critical databases' operations if necessary. โ€ข Support the National Elections Authority (ANE) or lead in the review and evaluation of the existing IT systems and make recommendations on relevant improvements. โ€ข Support the National Elections Authority (ANE) or lead in the implementation of critical IT software such as a possible Nationally Distributed Candidates Registration System, Results Transmission System, Vote Tabulation System (RMS), considering international best practices. โ€ข Assist or Lead in the design of ballot specimen or other forms and printing specifications if necessary. โ€ข Introduce IT tools and support in all Elections logistics such as collection and deployment of material or documents countrywide. โ€ข Provide technical advice on IT applications and procedures in all phases of electoral operations as needed. โ€ข Beyond the required tools {software, forms), assist the ANE in the design, implementation, and monitoring of a comprehensive data processing system. โ€ข Advise the ANE on network administration and on mechanisms and necessary tools to ensure data consistency, IT equipment security and prevention of intrusion. Provide project and programme management and support, and reporting of results to national counterparts, donors, and UN bodies. โ€ข Provide, and often supervise the provision of, support, technical assistance, and advice in the above areas as required. โ€ข Contribute, and often supervise the contribution to, capacity-building of national counterparts and strengthening of national institutions. โ€ข Supervise and manage the performance of national and international staff assigned to the area of responsibility. โ€ข Establish and maintain professional and productive partnerships with national counterparts and other key stakeholders in the electoral process. โ€ข Plan, integrate, coordinate, and collaborate the work of all relevant partners to compile and provide regular briefings and reports in the assigned area of responsibility. โ€ข Perform other related duties as required. Work ExperienceA minimum of seven (7) years with a master's degree or nine (9} years with a Bachelor's degree of progressively responsible experience in elections and related areas in at least 3 countries is required. At least three (3) years of experience in supervising, implementing, supporting or advising on electoral processes is required. Experience in developing countries is required. Experience in post-conflict situations is desirable. Experience in managing projects is desirable. Previous experience of managing teams of different backgrounds is desirable. Electoral experience in or in support of field operation of the United Nations Common System or a comparable international organization is desirable. Experience in bilateral or multilateral negotiations is desirable. At least three (3) years of experience in supervising, implementing, supporting and advising in the area of IT and data management is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in French is required; and knowledge of English is desirable.
