1. Organizational Context
a. Organizational Setting
The post is located in the WIPO Arbitration and Mediation Center. The Center is the global leader in the provision of fee-based case administration services for the resolution of intellectual property (IP) disputes between private parties through methods other than court litigation (Alternative Dispute Resolution: ADR), including the administration of large and complex mediation and arbitration cases. The Center also acts as a public resource for Member States and other IP stakeholders, providing advice on alternative means for resolving IP disputes, developing information and outreach products and activities that enhance the understanding of ADR for IP disputes, and supporting the development of tailored dispute management schemes. The Center also provides strategic advice and implements procedures to enhance the legal protection of IP in the Internet. The Center's areas of activity are covered by the IP Disputes and External Relations Division (comprising the IP Disputes Section, the Information and External Relations Section, and the Business Development Unit), and by the Internet Dispute Resolution Section.
b. Purpose Statement
The Director of the IP Disputes and External Relations Division initiates and manages substantive programs to develop the Center’s services and oversees the management of WIPO ADR cases. The incumbent also acts as Deputy to the Senior Director of the Center and as such collaborates in setting the Center’s strategic direction.
c. Reporting Lines
The incumbent reports to the Senior Director of the Center (grade D2).
2. Duties and Responsibilities
The incumbent will perform the following principal duties:
a. direct the Center's strategic interaction with IP owners and other relevant stakeholders concerning their policy needs in dispute resolution;
b. initiate and lead the development and implementation of WIPO ADR collaborations concluded with Member States' Intellectual Property Offices and other authorities;
c. coordinate the management of ADR cases submitted to the Center under WIPO Rules;
d. direct and oversee data analysis to identify new ADR opportunities to develop the role and strategic direction of the Center;
e. lead the development and oversee the creation of guidelines to determine the Center's position on complex legal issues that arise in the course of cases submitted to WIPO ADR procedures, lead the development or revision of WIPO ADR Rules, and determine the relevance of international legal developments in this regard;
f. set the legal and policy direction of seminars, conferences and publications designed to foster understanding and use of the Center's ADR services;
g. manage and implement the Center's programs and budgets, workplans and reports, ensure that substantive activities are carried out in a timely manner, liaise with relevant work units as appropriate and oversee the program implementation and evaluation;
h. initiate the development of effective applications to support the Center's ADR activities, including IT-based applications, such as case management databases, and online tools;
i. manage Center activities and staff in the performance of the above duties;
j. represent the Center at high-level professional conferences and meetings;
k. perform other related duties as required.
Advanced university degree in law.
Specialization in international commercial arbitration and/or IP.
At least fifteen years of relevant professional experience, preferably in IP law or ADR in a law firm or in an administering institution.
International scope of relevant experience.
Excellent written and spoken knowledge of English.
Good knowledge of additional languages, in particular French.

Mobility:WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization. Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.
Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment. The post adjustment (cost of living allowance) is variable and subject to change without notice in accordance with the rates as set within the UN Common System for salaries and allowances. The figures quoted below are based on the March 2019 rate of 67.6%
Salaries and allowances are paid in Swiss francs at the official rate of exchange of the United Nations.
