Are you looking for an opportunity to lead an established and professional team of dedicated humanitarian mine action experts?

As our new Country Director in Lebanon, you will lead the DCA country management team and ensure good staff welfare and conducive working environment for 100 national and 2 international staff. You will lead and inspire the strategic direction of the programme, ensuring high quality, accountable and innovative programme implementation. You will be responsible for nurturing relations with the Lebanese Mine Action Centre, donors, partners and other stakeholders as well as for identifying fundraising opportunities.

The DCA Lebanon Country Programme

DCA has been working in Mine Action through clearance of cluster munitions in the South of Lebanon since 2007, manual mine clearance in Mount Lebanon since 2010 and along the Blue Line since January 2019. The DCA main office is situated in Tyre, South Lebanon, with a sub-office in Bsous, Mount Lebanon.

The overall goal of the programme is for Lebanon to be completely free of contaminated land in accordance with the national clearance plan and release the land back to the population for improved socio-economic development. DCA’s plan for 2019 is to improve lives and build resilient communities by releasing contaminated land, reducing risks, assisting victims and the development national capacities. You will be working from DCA’s main office in Tyre and must anticipate regular trips to Beirut. The present capacity in the programme is six Multi Task Teams, four working on Cluster Munition clearance and two carrying out Mine Clearance operations on Lebanon’s Southern border. In addition, DCA is working closely with Lebanese partners in support of mine action and Mine Victim Assistance.

Your responsibility will be for the overall leadership and management of the country programme including

  • To articulate and promote DCA’s vision for the Lebanon Programme

  • To set and implement DCA’s Lebanon strategy

  • To resource the vision and strategy and ensure continued consolidation of the programme

  • To lead our team of dedicated international and national staff

  • To ensure relevance, effectiveness, accountability and compliance with SOPs and the Lebanese labour law

  • To write proposals and donor reports and manage donor, grant and stakeholder relationships

  • To ensure a strong focus on safety and security management.

  • To represent DCA in Lebanon towards national and local authorities, implementing partners, international and national humanitarian stakeholders and communities

You have the following qualifications

  • Minimum 5 years leadership experience at a similar level within the humanitarian assistance and/or mine action sectors

  • Strong programme implementation experience and all-round knowledge of financial, administrative, logistic and operational management

  • Fluency in written and spoken English

  • Proven ability to mentor, coach and develop staff, and create a conducive working environment

  • Experience with fundraising, networking, donor liaison and coordination.

  • Strong analytical skills and capacity

  • Good command and interest in grants and financial management and compliance

  • Cultural sensitivity, maturity, strong communication and diplomatic skills, with the ability to build relations both within and outside DCA

  • A relevant academic qualification

  • Former experience from Lebanon or the near region is an added advantage.
