Org. Setting and ReportingThe temporary position is located within the United Nations Support Office in Haiti (UNSOH). Pursuant to Security Council resolution 2793 (2025), UNSOH has been mandated to provide support; primarily to the Gang Suppression Force (GSF), the United Nations Integrated Office in Haiti (BINUH), the Haitian National Police (HNP), and the Haitian Armed Forces in the context of any joint operations with the GSF. Additionally, UNSOH is tasked with delivering technical assistance to the Organization of American States (OAS). The incumbent is responsible for efficient and effective management and implementation of Contingent Owned Equipment (COE) operations in the mission. The position is based in Port-au-Prince and is located in the Office of the Director, Mission Support in Contingent Owned Equipment Unit. The Contingent Owned Equipment Officer, P-3 will report to the Chief of Unit, COE P-4. ResponsibilitiesWithin delegated authority, the Contingent Owned Equipment Officer, P-3 will be responsible for the following duties: โ€ข Manage the COE Inspection Team for which he/she is responsible. โ€ข Plan and supervise COE/MOU Arrival, Operational Readiness, Repatriation and other periodic inspections of assigned formed military and police units to verify by physical inspection that the Contributing Countries and the United Nations are in compliance with their agreed responsibilities, as detailed in the MOU. โ€ข Supervise the raising and processing for approval by the Chief COE Unit, of Verification Reports related to the above inspections. โ€ข Supervise the maintenance of inventories of COE and UN Owned Equipment (UNOE) held by all assigned formed units; within the Uniformed Capability Management (UCM) System. โ€ข Provide technical advice, briefs and other training for formed Units and other appropriate mission staff on all aspects of the management and implementation in the field of the COE system. โ€ข Provide technical advice for input to the Missionโ€™s COE/MOU budget. โ€ข Identify, in consultation with assigned unit staff, contingent commanders, and other appropriate mission and UNHQ staff, formed unit major equipment and self-sustained deficiencies and surpluses as compared to MOU requirements and recommending corrective action to meet agreed MOU or Mission operational requirements. โ€ข Assist the Chief, COE Unit, in administering the daily operations of the COE Unit. โ€ข Develop mission-specific policies, procedures and guidelines for the implementation and management, in the mission, of the MOU between the United Nations and Member States contributing formed units to the mission. โ€ข Perform other duties as required. Work ExperienceA minimum of five years of progressively responsible professional experience in the management of national or international military/police logistics support operations is required. Experience providing technical and procedural advice on a broad range of logistics-related issues is required. Experience in the management of MOU with military/police clients is required. Experience in logistics support operations in or in support of a field operation of the United Nations Common System or a comparable international organization is desirable. Experience working with business intelligence systems and data analysis tools is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat.
