[Background information on global CBT (Cash-Based Transfers) scale and Challenges]

Given the current and potential scale of global corporate operations, Supply Chain is strategically positioned to lead WFP’s ability to respond to the changes that come when assistance is provided in the form of CBT. The Supply Chain division - CBT would like to engage a consultant for an initial six (6) months period with a possibility of another 6 months extension to contribute to the finalization of CBT guidelines and associate support tools and systems.

Strengthening the effectiveness and adequacy of processes associated with internal control components of Supply Chain CBT activities and supply chain CBT knowledge among staff are among the division’s priorities in 2018/2019 strategy plan to enable the division to effectively contribute to WFP’s effectiveness in delivery of assistance.

A highly specialized consultancy, under the supervision of the CBT supply chain Coordinator, is required to support the supply chain division to: Review existing material, update and coordinate multi-functional collaborations to finalize supply chain CBT standard operating procedures and guidance framework that ensures adequate and effective internal control of supply chain CBT activities.


  1. Conduct a review of the Supply Chain CBT processes with key stakeholders and develop a compendium of Supply Chain CBT processes requiring guidelines;
  2. Working with Country office and Regional Bureau Supply Chain CBT focal points, source any additional information to build process flow charts and develop step by step guidelines for each process;
  3. Constitute a working group of key stakeholders to validate the draft process flow and guideline, consolidate and incorporate feedback;
  4. Lead the process of guidelines approval
  5. Develop tools and resources to facilitate the roll out and deployment of the guidelines;
  6. Lead the deployment of guideline through all Regional Bureaus and Country offices;


  1. Finalized Supply Chain CBT Processes Compendium by 1 Oct 2018;
  2. Finalized draft guidelines in the following areas:
  3. Finalized and approved guidelines by 31 Nov 2018
  4. Guideline deployed by 31 Mar 2019



Advanced University degree preferably in Supply Chain Management, Engineering, Economics, Business Administration, Logistics, or other related field, or First University degree with additional years of related work experience and/or training /courses


At least 8 years of work experience in supply chain operations or similar fields, including 2 years of specializing in developing learning materials.

Knowledge & Skills:

Excellent understanding of Supply Chain processes, including Supply Chain Strategy planning, Supply Chain Optimization, Procurement execution, Supply Chain Network Management, Supply Chain Performance Development.

Demonstrated expertise in developing interactive learning programs.
