Work LocationBogotá, Colombia Expected duration3 Months Duties and ResponsibilitiesPurpose The Urban Monitoring Framework (UMF) is a methodology developed by UN-Habitat to provide a comprehensive and multidimensional approach for monitoring urban development, supporting cities in tracking their progress toward sustainable urbanization. The UMF enables national and local governments to collect, analyze, and report data across a set of globally harmonized indicators aligned with the Sustainable Development Goals (particularly SDG 11) while also incorporating locally relevant indicators that reflect each city’s specific context. The primary objective of this instrument is to generate robust, comparable, and actionable information on the situation and evolution of cities. Beyond providing measurable indicators, the UMF strengthens analytical capacities to identify challenges, opportunities, and priority areas for strategic intervention. The methodology directly supports evidence-based decision-making, the preparation of Voluntary National and Local Reports on the implementation of the New Urban Agenda, and the design, targeting, and monitoring of public policies and investments. In addition, the UMF aims to build lasting technical capacity within municipal administrations for the continuous use, reporting, and updating of the framework, ensuring its role as a key tool for monitoring SDG 11, the New Urban Agenda, and national urban policies. Furthermore, monitoring Sustainable Development Goal indicators alongside the UMF represents a strategic action to support local and national governments in assessing urban and territorial conditions. This integrated monitoring strengthens efforts toward achieving UN-Habitat’s mandate of leaving no one and no place behind. Therefore, the hiring of a professional with expertise in the implementation and measurement of the UMF and SDG indicators is required to support the development of the urban characterization of the cities, metropolitan areas, and metropolitan districts of the region, ensuring the accurate application, analysis, and interpretation of UMF and SDG indicators. Duties and Responsibilities a.) General activities: • The consultant will be responsible for keeping the HUB Coordinator informed and having to obtain validation of his/her activities in the full project cycle. b.) General Administration • Elaborate the definition of information requirements and sources of primary and secondary information from the statistical, geographic, and Geographic Information Systems (GIS) for the measurement of indicators defined in Cities/Metropolitan Areas/Metropolitan Districts. • Carry out the collection of secondary information of territories, from the geographic and statistical scopes, for the elaboration of the corresponding products and as required. This information includes metadata and microdata for the implementation of UMF and SDG indicators, according to the guidelines of the Andean Countries HUB coordination. • Support the consolidation of an instrument for the collection of primary information for UMF and SDG indicators measurement, according to the guidelines of the HUB Andean Countries coordination. • Construct the cartography that illustrates the results of each of the indicators applied at city scale. • Develop the cartography for the representation of UMF and SDG indicators results and build the city-scale characterization with a focus on the fullfilment and satisfaction of human rights, economic, social and cultural rights, and the right to the city. • Catalog and process information according to the UMF and SDG indicators methodology and the guidelines of the project coordination. • Develop information proxies when necessary. • Support the measurement/updating of UMF and SDG indicators for cities/Metropolitan Areas/Metropolitan Districts. • Support the development, according to the Project Coordination guidelines, of specific indicators that complement the characterization under a human rights compliance approach, social, economic and cultural rights; and the right to the city for cities/Metropolitan Areas/ Metropolitan Districts. • Support the analysis of the results and the measurement of the UMF and SDG indicators for cities/Metropolitan Areas/Metropolitan Districts of the region from an approach that evaluates the challenges and opportunities for the satisfaction of human rights, social, economic and cultural rights. • Support with technical inputs the construction of the city-scale characterization with a focus on the fulfilment and satisfaction of human rights, social, economic and cultural rights and the right to the city, according to the guidelines of the Andean Countries HUB coordination. • Support the development of workshops with local and national governments. • Follow up on technical guidelines determined by the Data and Analytics Unit and HUB Andean Countries Coordinator. • Comply with the schedule of activities according to the HUB Coordinator's guidelines. • Participate, when requested, in technical meetings. • Support other activities as requested and by mutual agreement with the HUB Coordinator for the Andean countries, within the framework of the present consultancy and without prejudice to the to the achievement of their responsibilities. c.) Approval: • The consultant will be responsible for supporting compliance with project approval processes, as well as monitoring the development and implementation of programs and projects. • Support the Hub Coordinator in the development of inputs for conceptual notes, project documents, implementation plans and budgets, and in general all the documentation necessary for internal approval of projects, following the provisions of the various manuals of procedures, internal regulations, and regular channels established by the Agency. d.) Implementation: • Support the identification of project opportunities found in the UN-Habitat Cooperation Framework in the territory. • When it is necessary to provide accompaniment to the UN-Habitat Coordinator and/or team in the establishment of communication with counterparties. • Provide inputs for the development of technical and economic proposals related to the formulation of new projects, as well as the implementation of existing ones, specifically with the drafting of conceptual notes, project documents, implementation plans, budgets, terms of reference, memorandums of understanding, agreements and other cooperation mechanisms defined by the UN-Habitat Coordinator. • Participate, upon request, in interagency groups of the United Nations System, project meetings, official missions and/or events related to the projects in which you participate. • Provide inputs for the systematization and exchange of successful practices and experiences with other HUBs in the region, with headquarters branches, counterparties and with whom to designate the UN-Habitat Andean Countries HUB Coordinator. • Support other activities requested and by mutual agreement with the Project Coordinator and the UN-Habitat HUB Coordinator for Andean countries, within the framework of this consultancy and without prejudice to the achievement of their responsibilities. e.) Knowledge Management: • The consultant must know the processes, procedures, and standards of the organization, to ensure an adequate quality of the activities described above according to the standards of the organization. • Propose formats and procedures that allow the efficient implementation of the Agency's projects. • The consultant must know the file system of the projects and ensure their proper maintenance, accessibility for all officials and the proper updating. • Design methodologies for the systematization of good practices and knowledge, related to the implementation of the projects and cooperation activities of the UN-Habitat Colombia Office. • Support the formulation of substantive documents linked to the thematic lines of action of UN-Habitat Colombia. • Prepare reports and other documents related to meetings, missions and activities developed by the NATIONAL UN-Habitat Office. • The consultant will carry out research activities to facilitate the exchange of information, knowledge and best practices on the sustainable urban development issues set out in the Agency's mandate. • Collect information on the urban status in the Andean Countries that serves as an input both for the identification of new project opportunities and for the implementation of the subscribed projects. • Support monitoring of UN-Habitat's implementation of Sustainable Development Goals (SDP) Target 11 dealing with sustainable cities and communities. • Identify strategic allies for the implementation of the New Urban Agenda in Andean countries. • Manage knowledge networks for the dissemination of the methodologies and documents generated by the agency and for the construction with strategic allies of new knowledge on topics related to sustainable urban development. f.) Others: • Other activities requested and by mutual agreement with the HUB Coordinator of The Andean Countries of UN-Habitat, within the framework of this consultancy and without prejudice to the achievement of its responsibilities. • The consultant will participate in work and follow-up meetings, both with other consultants, as well as with the Coordinator and team of the Andean Countries HUB of UN-Habitat and with the staff of the projects. • The consultant shall be responsible for ensuring that all activities comply with the principles of United Nations integrity. Output/Work Assignments The Consultant shall assist the implementation of the above-mentioned project according to the indicated responsibilities. Qualifications/special skillsEducation A degree in Geography, cartography, or related with high knowledge of Geographic Information Systems management and cartography production, meta data and micro data and human geography analysis, or related with an additional three (3) years of experience relevant to the position would be accepted in lieu of the advanced degree. Work Experience Minimum five (5) years of professional experience in urban planning projects, territorial characterization, formulation of plans, programs and projects of urban character, and two (2) years of specific experience in management of Geographic Information Systems. Previous experience in the calculation of urban indicators and in the United Nations System and/or experience related to migration projects will increase the score. LanguagesThe language of the consultancy is Spanish; however, other official languages of the United Nations are desirable. Additional InformationTravel Details: Applicable. CLARIFICATION: If any displacement from the place of residence of the consultant is required, UN-Habitat will be responsible for the travel expenses, provided that they are approved by the supervisor of the contract, after assessing the need for such transfer. In case of changes in the travel dates, they must be communicated to the consultant in advance sufficient to ensure the transfer.
