Under the overall guidance of the Country Director and the direct supervision of the Assistant Resident Representative - Programme (ARR(P)) the Portfolio Manager (PM) is responsible for management of UNDP programme within the thematic/sectoral areas assigned. The PM analyzes political, social and economic trends and leads formulation, management and evaluation of programme activities within his/her portfolio, provides policy advice services and assists in harnessing the potential for Turkey’s support and assistance to other developing countries through South-south cooperation, Triangular cooperation and other means and mechanisms.

The PM will lead the work of the Climate Change & Environment (CCE) Portfolio with the overall objective of helping Turkey pursue an environmentally sustainable and climate and disaster resilient development pathway which supports two main goals:  stabilizing atmospheric greenhouse gases (GHGs) and maintaining economic growth while recognizing environmental rights as well as ensuring the voice and participation of all in order to share the benefits of ecosystem services.

The work of the portfolio aims at focusing on areas of climate change, biodiversity, sustainable forestry, chemicals, energy (renewable energy and energy efficiency) and disaster management.

The CCE Portfolio’s strategy is focusing on promoting change at scale through investing in national capacity to respond in addition to piloting and prototyping development solutions that have the potential to lead to transformational change. Also, a key element of the strategy will be to apply the integrated ecosystem approach, to help establish mechanisms to value ecosystem services with a view to address the market failures to fully reflect the true value of ecosystem services. The programme will mainly target livelihoods of the poor, specifically women, and geographically, non-urban areas and rural populations living in sensitive biodiversity areas/hot spots.

The portfolio strategy requires the establishment of programmatic partnerships, as a cross-cutting area, ‘with different ministries, international organizations (inter alia UNEP, UNIDO, WB, EBRD and FAO), universities and CSOs, collaboratively adding value to the ongoing work of these stakeholders. CCE Portfolio will focus on three programmatic areas that complement each other: 1-Natural Resource Management contributing to sustainable environment management and conservation of natural resources in production landscapes, within the general framework of the ecosystems approach; 2- Climate Change and Disaster Resilience (including chemicals and waste) strengthening institutional capacities for analysis and risk management for resilience with a specific emphasis on climate change, and 3- Cooperation with relevant stakeholders to promote energy efficiency and renewable energy

Within the assigned portfolio, the PM will be responsible for the overall supervision of the portfolio by overseeing the work of the Clusters and supervising Cluster Leads. The PM works in close collaboration with the operations team, programme staff in other UN Agencies, UNDP HQs staff, technical advisors and experts, government officials including policy makers, CSOs,  NGOs, the private sector, as well as multi-lateral and bi-lateral donors ensuring successful UNDP programme implementation. Links and synergies with the UNDP portfolios in Turkey are to be ensured.

 

 

Summary of Key Functions:

  • Thorough analysis and research of the political, social and economic situation in the country and preparation of substantive inputs to CCA, UNDCS, CPD and other documents.
  • Identify, analyze and provide relevant data in order to provide strategic direction to the team and collaboration with partners.
  • Identification of areas for support and interventions within the thematic/sectoral areas assigned
  • Design and development of area specific strategies within the portfolio for timely and effective programme implementation.
  • Assist in identification of strategic programme areas of cooperation including strategic partnerships with Turkey to help other developing countries to benefit from Turkey’s experience and expertise.
  • Assists in facilitation of vision and future development agenda especially in the context of SG’s initiative to formulate the post 2015 development framework.
  • CO business processes mapping and preparation of the content of internal Standard Operating Procedures in Results Management.
  • Effective coordination of the team through provision of guidance and preparation of guidelines when needed, ensuring compliance with UNDP rules and regulations.
  • Establish effective teamwork within the teams through leadership in the achievement of    portfolio goals.
  • Identify and establish clear roles and responsibilities through effective work distribution strategies.

2. Ensures effective management of the CO programme within the thematic/sectoral areas assigned focusing on quality control and assurance from formulation to implementation of the country programme achieving the following results:

  • Coordinate implementation of strategies through effective application of RBM tools, establishment of management targets for respective portfolios, programme outcome level performance indicators and success criteria and targets and monitoring achievement of results.
  • Design and formulation of CO programme within the area of responsibility (at portfolio level), translating UNDP’s priorities into sub-programme (portfolio) strategies and local interventions. Coordination of programme implementation with the executing agencies. Introduction of performance indicators/ success criteria, cost recovery, targets and milestones
  • Initiate clusters and projects, presents to PAC, Perform Manager level 2 in ATLAS for the portfolio as may be required by the Country Office Internal Control Framework (ICF).
  • Aggregate reports are regularly prepared on activities, outputs and outcomes. Supervises preparation of donor reports
  • Ensures inter-portfolio cooperation and synergies; establish common grounds for thematic areas to intersect in order to ensure the achievement of common or related goals

3. Ensures  advocacy and representation of the portfolio  focusing on the following results:

  • Develop the portfolio advocacy and representation strategy with a view to strengthening partnerships with relevant stakeholders.
  • Provide efficient platforms for networking with related institutions both at national and international level.
  • Analysis of relevant institutions and platforms in which the portfolio can bring advantages to achieve the targets as well as added value.
  • Establish well-functioning and sustainable relationships with public institutions, universities, other CSOs, media etc.
  • Ensure effective and continuous  advocacy to promote UNDP’s mandate and views in addition to information sharing

. 4.  Ensures implementation of the resource mobilization strategy   focusing on achievement of the following results:

  • Development of partnerships with  UN Agencies, IFI’s, government institutions, bi-lateral and multi-lateral donors, the private sector and civil society in  specific thematic areas based on the strategic goals of UNDP, country needs and donor priorities, leading to mobilization of resources as per portfolio-based targets
  • Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, and active contribution to the overall office effort in resource mobilization.
  • Formulation and introduction of integrated approaches with other portfolios contributing to the overall Country Office resource mobilization strategy.
  • Ensure the achievement of portfolio-specific resource mobilization targets while ensuring financial sustainability of the portfolio

 

  

    5. Ensures provision of top quality advisory services and  facilitation of knowledge building and management focusing on achievement of the following results:

  • Assists in effective implementation of the UNDP Knowledge Management System, formulating knowledge products and sharing lessons learned and success stories in close collaboration with other programme portfolios.
  • Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learnt directly linked to programme country policy goals.
  • Support to development of policies and institutions that will address country problems and needs in collaboration with the Government and other strategic partners.
  • Sound contributions to knowledge networks and communities of practice.
  • Organization of trainings for staff on programme issues.

    6. Ensures effective monitoring and evaluation of the programme focusing on achievement      of the following results:

  • Ensures objective evaluations are designed and implemented to assess the programme relevance, effectiveness, efficiency, impact and sustainability of results; ensures portfolio based evaluations are carried out in a credible and systematic manner.
  • Ensures evaluation lessons and recommendations are used for programme design, contributing to the implementation of UNDCS and CPD.
  • Ensures implementation of corporate evaluation standards and quality assurance/control mechanisms.
  • Provision of the technical and managerial advice at the design stage of programmes/projects setting up a framework with defined indicators at the design stage to facilitate the evaluation at the later stages
  • Preparation of analytical documents on areas evaluated, effectiveness and impact of UNDP programme

      7. Ensures effective communication of the programme strategy focusing on the achievement of following results:

  • Ensure implementation of Country Office communication strategy within the portfolio area  contributing to the development agenda promoting public and media outreach and mobilization of political and financial support for UNDP
  • Conduct of communications needs assessments within the assigned portfolio area with a view to integrate advocacy and communication strategy into all aspects of the programme, including programme formulations stage.
  • Provision of data and content for the websites within the portfolio area in cooperation with communications staff, including preparation of people centered stories about UNDP interventions.
  • Conceptualization, organization and management of high-level roundtable discussions, briefing sessions, launches, etc with a view to contribute to promoting UNDP’s mandate and Country Office’s strategic goals.

Education:

Master’s Degree or equivalent in Environment, Energy, Engineering, Biology, Business Administration, Public Administration, Economics, Political Sciences, Social Sciences or related field.

 

Experience:

At least 2 years of relevant experience at the national or international level in providing management advisory services, hands-on experience in design, monitoring and evaluation of development projects.

Demonstrated substantive experience and expertise in the area of Climate Change, Environment and/or Energy.

Experience in effective leadership and team coordination.

Demonstrated experience and skills in advocacy, outreach and communications

Experience in establishing strategic partnerships with international organizations, media, academia, public and government institutions.

Experience in designing and implementation of programme strategies to ensure compliance with relevant programme policies and procedures.

Experience in the usage of computers and office software packages, experience in handling of web based management systems.

Language Requirements:

Fluency in English and Turkish
