III. Duties and Responsibilities

 

  • Provide policy advisory services to relevant government counterparts, on the planning, sequencing and prioritization of the public administrative reform and anti-corruption processes;
  • Provide technical expertise and support the relevant government counterparts with the development of research materials, options for policy analysis as well as in the preparation of draft legislation and regulations;
  • Advise the government on the design and implementation approaches to achieve the objectives and outputs specified in the annual work plans;
  • Advise on the need, timing and nature of short term technical assistance required;
  • Advise on any changes in the scope of the projects’ outputs and activities as they emerge in the course of the implementation of the project;
  • Act as a senior advisor to UNDP programme, projects and implementing partners in the area of work;
  • Actively analyse developments in the area of work and establish links between country priorities, positions of the international community and Project (and UNDP) strategies in the area of work.
  • Contribute to development and the drafting of substantive and thematic papers, ToRs, technical reports, publications, and assessments; serve as peer reviewer; conceptualize and draft articles, papers and other contributions related to public administration and anti-corruption, and upon request, to other activities within the area of expertise; 
  • Systematically monitor the national and sub-national policy-agenda and reform processes on public administration issues ensuring that policy support remains relevant and timely;
  • Identify key issues for national and sub-national policy support and advisory within the scope of public administration issues; and stimulate thinking processes within the programme, projects and Implementing Partners in the area of work;
  • Conceptualize and formulate policy-related discussion and position papers, policy proposals and concepts for internal and external discussions within UNDP and with partners and other stakeholders;
  • Provide guidance to the Project Manager in day-to-day management of the project in particular the planning, and management of project activities, and report on project results and outcomes;
  • Contribute to the preparation and updating of work-plans and monitoring their implementation, management of budgets and resource allocation, workload management, and performance assessment;
  • Prepare Terms of Reference and design for such events as training (curricula, courses, schedules), study tours, conferences and workshops, and to consult and advise the UNDP and the government on the joint approval and sign-off of these design documents and selection of government candidates;
  • Prepare Terms of Reference for recruitment of international and national consultants and advisors, agreements for sub-contracting purposes and advise the government, the UNDP and the executing agency on the joint identification, election and approval of such advisors, consultants think tank, NGOs;
  • Contribute to enhancing project performance by proposing alternative and/or new approaches towards achievement of project results;
  • Identify key policy/programmatic gaps and opportunities. Provide regular briefs to the Country Office management and programme;
  • Provide integrated advisory services among CO’s Chief Technical Advisors in defining scope of work, developing ToRs, identifying and selecting technical experts, and in delivering technical assistance, to ensure a coherent approach and to identify and exploit synergies across projects being implemented.

 

  • Facilitate the national, regional and international transfer of know-how and experiences in the area of Governance, Public Administration/Civil Service reform and Anti-Corruption;
  • Ensure that Myanmar’s experiences with regard to public administration and civil service reform and related capacity development efforts are shared with UNDP’s networks and with other stakeholders inside and outside of Myanmar;
  • Advise the government in designing systems for expanding experiences, lessons learned and know-how throughout the Myanmar public administration and between the Union and the Regions/States;
  • Identify and interpret best policy support practices and experiences in the area of work for application in the country context. Promote and communicate best practices and lessons learnt from other country contexts;
  • Effectively liaise and share information with other actors in Myanmar in the area of work; Proactively identify opportunities for networking and information sharing;
  • Provide information and guidance to consultants working for the project and to brief interested donors, NGO’s or foreign missions on UNDP activities under the project; and
  • Provide knowledge building trainings to government officials on selected topics in areas covered by the project as required.
  • Support the government and the UNDP in the functions of donor coordination, coordination of related donor funded projects in the area of civil service and public administration reform, and training; identify opportunities for collaboration;
  • Provide technical leadership of Donors/Development Partners’ Coordination and Working Group platforms;
  • Engage and support the Governance and Sustainable Peace Programme to mobilize funding by showcasing results in the area of public administration ;
  • Identify and develop proposals for new strategic initiatives in the area of work, develop inputs to proposals for resource mobilization as requested;
  • Actively communicate area of work results and impact to partners, donors and stakeholders.

  • Master’s Degree in Public Administration or a related social science. 
  • At least 10 years of relevant professional experience performing a similar technical assistance role on public administration/civil service reforms, Anti-Corruption and change management; of which  5 years in a senior position in an international development role in public administration or civil service reform; 
  • Experience working at the highest level of government  and understanding of protocol, related to cultural norms of driving and facilitating change processes at the highest level of government, with a range of government of institutions with different perspectives; 
  • Demonstrated programme/project management skills including; results-based orientation, preparation of work plans, budgets, monitoring and evaluation and leading cross-cultural teams; 
  • Experience with training and development in particular in challenging and transitional environments; 
  • Excellent analytical and interpersonal skills including oral and written communication;  
  • Previous experience working in transition environments would be advantage; 
  • Previous experience in performing a similar role in UNDP would be an advantage. 
  • Fluency in written and spoken English. 

Contract Duration: 1 Year with possibility for extension
