Result of ServiceThe CCAC National Project Coordinator will support Rwandaโs national SLCP planning and implementation efforts. This will include integrated SLCP assessments and rapid implementation of actions that reduce SLCPs at the national level. The expert will also assist in strengthening the long-term institutional and technical capacity dedicated to supporting key mitigation measures that contribute to reducing emissions from these high impact sectors and political and institutional backing for the SLCP mitigation strategy and national methane roadmap. Work LocationRwanda Expected duration3 months Duties and ResponsibilitiesThe Climate and Clean Air Coalition (CCAC) is a partnership of governments, intergovernmental organizations, and representatives of the private sector, the environmental community, and other members of civil society. The CCAC is the only international initiative working on integrated climate and clean air solutions to reduce the rate of near-term warming. It focuses on fast action to reduce emissions of short-lived climate pollutants (SLCPs) including methane, black carbon, HFCs and tropospheric ozone. Rwanda through the Rwanda Environment Management Authority (REMA) has requested a national consultant who understands the countryโs targets to reduce emissions, to assess the country needs and to provide support in the development and implementation of the Short-Lived Climate Pollutant (SLCP) plan and National Methane Roadmap, to strengthen SLCP planning and to advance SLCP mitigation actions. This request is in line with CCACโs planning process on coordinating national SLCP planning, policy, and implementation efforts, and supporting the monitoring and evaluation of SLCP planning and implementation. (More information on the CCAC planning process can be found here: https://bit.ly/CCAC-planning) The CCAC is therefore seeking a National Project Coordinator for Rwanda to strengthen the capacity of REMA to coordinate national SLCP planning, policy, and development of implementation plan aligned with Rwandaโs NDC 3.0. The CCAC National Project Coordinator will work in close collaboration with the CCAC Secretariat team and focal point at REMA to strengthen buy-in across the government, and to advance implementation, financing, and monitoring of a SLCP mitigation plan/strategy. The CCAC National Project Coordinator will also be responsible for coordinating the implementation and finalization of CCAC projects in Rwanda and will liaise with implementing partners to enhance awareness on SLCPs and with the government to support the validation of the projectsโ outputs and the final endorsement and take up of results. The on-going CCAC project includes: (1) [RW-23-001] Develop a National SLCP Plan and National Methane Roadmap (2) [RW-23-002] Rwanda - Strengthen capacity for sustainable cooling and refrigeration (3) [RW-23-003] - Develop a methane strategy for Rwanda's livestock sub-sector sector and a funding proposal for upscaling anaerobic digestion of livestock manure The expert will also foster inter-ministerial collaboration across governments and will engage important stakeholders at the national level to effectively integrate SLCPs into national planning and to support implementation strategies. Output expectations: 1) - Mechanism in place to ensure inter-ministerial and inter-institutional coordination and collaboration on SLCP reduction (e.g., inter-institutional task force, national SLCP unit, etc). - Support development of implementation plan aligned with Rwandaโs NDC 3.0. - Provide technical support in monitoring the emission reduction achievement from mitigation actions set in NDC. - Provide technical support in reporting and measurement of SLCP in the UNFCCC reporting mechanism (BTR, NC, โฆ). - Support in high level buy in of SLCP mitigation efforts across ministries. - Engagement of sub-national governments, and civil society in CCAC partner country. 2) - Capacity built at national level for SLCP mitigation: Trainings given to relevant ministries, institutions and private sector on integrated SLCP emission and mitigation assessments leading to: - Integrated (updated/improved) SLCP, GHG and air pollutant emission inventories, mitigation assessments and implementation strategies, and MRV and/or SLCP emission/mitigation tracking system. - national methane roadmap with implementation pathways, cost estimates for mitigation measures, and a monitoring and evaluation framework for mitigation aligned with the NDC implementation plans. 3) - Draft and final papers recommending concrete plans and actions to implement SLCP mitigation actions. 4) - Draft and finalise papers demonstrating integration of SLCPs into relevant national/sub-national processes, plans and strategies 5) - Applications for grants/funding to secure long-term investment - Submitted proposals for national and/or international funding/resources to implement countryโs National SLCP Strategy. - Submitted proposals for funding support 6) - Awareness-raising materials and articles to be featured on Rwanda Climate Change Portal developed, and events organized on integrated climate change and air pollution reduction (National SLCP plan) - Participation at high political level in SLCP relevant events - Presentations at CCAC online and in-person events and meetings (especially the relevant CCAC Hubs), especially to showcase countryโs successes as well as to detail any challenges or requests for assistance. - Add updated partner profile for CCAC website 7) - Collaboration with CCAC from across national government departments - Active participation with sectoral hubs and engagement with implementation facilitators - Other ad hoc outputs as agreed. Qualifications/special skills- Advanced university degree, master or equivalent in environmental science, environmental chemistry, atmospheric science, physics, climate change or a related discipline. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. - At least 5 years of professional experience working in a field relevant to climate change, air pollution, sustainable development or environment is required. - Demonstrated ability to provide technical assistance to governments and other stakeholders is required. - Ability to work effectively with multiple stakeholder groups including national governments is required. - Excellent communication skills (written and oral presentation) are required. - Knowledge of the national policies in climate change mitigation and air pollution (Rwanda Policy of Environment and Climate Change and National Strategy on Air Quality) is required. - Familiarity with national environmental regulations and issues as well as knowledge of key stakeholders is desirable. - A good understanding of short-lived climate pollutants, climate change and air pollution issues in Rwanda is desirable. - Experience working with the LEAP, GACMO tool, or other comparable emission inventory and scenario modelling platforms is desirable. - Ability to work with advanced formulas in Excel spreadsheet is desirable. - Knowledge of the methodologies for emissions inventories, particularly the IPCC Guidelines for National Greenhouse gases (GHG) Inventory of 2006, the AP-42 compilation of air emissions factors, and/or EMEP/EEA air pollutant emission inventory guidebook of 2019 and inventory of SLCP emissions is desirable.
