The Department of Transportation (DOTr), in partnership with the United Nations Development Programme (UNDP), is implementing a 3-year project entitled, “Low Carbon Urban Transport Project”.
In the Philippines, the transportation sector accounts for almost 37% of total national energy consumption, where road transport typically consumes about 80% of this share. More alarmingly, transportation is one of the fastest growing consumer of fossil fuels and the fastest growing sources of CO2 emissions. With rapid urbanization, energy consumption and CO2 emissions by urban transport are increasing rapidly. In the past decades, transport planning model adopted by the Philippines, as in other Asian countries, prioritized the movement of cars and motorized vehicles to facilitate the growing demand for mobility of passengers and goods. So not surprisingly, urban and inter-regional transport is dependent primarily on road-based transportation such as buses, cars, motorcycles and tricycles, jeepneys and utility vehicles. The number of utility vehicles and cars, in particular, are increasing significantly with over 50% of the registered vehicles located in Metro Manila and adjacent regions. As such, there has been an increasing preference for private fossil fuel based motorized travel and less investments has been made for sustainable public transport and non-motorized transport like walking and cycling. With the exception of the use of Auto-LPG in taxis, there has been a marginal increase in the share of cleaner vehicles using alternative fuels such as CNG buses, Auto-LPG jeepneys, electric vehicles (jeepneys, tricycles in selected cities). There is still more work to be done to increase the efficiency of the urban public transport system considering the increase in number of people commuting regularly between Metro Manila and adjacent provinces. The expansion of rail-based mass transit systems has been at a slower pace and inter-modal transportation facilities such as integrated provincial bus terminals are still lacking where provincial buses are found to be mixed with city buses competing for road space in major arterial roads.
The project has been structured around the following three components anticipated to support the achievement of the project objective, i.e. to create an enabling environment for the commercialization of low carbon urban transport systems (e.g. electric, hybrid vehicles and AGT systems) in the Philippines. The project targets mass public transport vehicles such as electric and hybrid buses, e-jeepneys, etc. It does not include support to private cars.
The three components are as follows:
Component 1: Policy support for the promotion of low carbon modes of transport
Component 2: Awareness and institutional capacity development
Component 3: Investment in low carbon transport systems in the country
The United Nations Development Programme is seeking to recruit a Capacity Development Officer to ensure that the project promotes awareness and institutional capacity development on low carbon urban transport.
Under the overall guidance and direct supervision of the Project Manager, the Capacity Development Officer will ensure that all deliverables pertaining to the capacity building component are accomplished on time and in line with the approved work program. S/he shall also perform day-to-day project monitoring and implementation of activities under Component 2.

Ensure strategic management of the project and oversight of the project delivery focusing on achievement of the following results:
- Provide day-to-day financial and administrative support for the delivery of the project’s activities focusing on achievement of the following results.
- Prepare life of project and annual work plans for the Component, working closely with the other Components;
- Prepare TORs for special studies, Consultants, sub-contractors to carry out the activities specified in the work plan
- Lead the development of the Project's Capacity Development Plan and monitor its implementation
- Provide overall coordination and management of the activities under Component 2 of the Low Carbon Urban Transport Project;
- Contribute to the development and monitoring of action plans in order to identify and resolve issues on financial delivery towards the full and optimal utilization of project funds;
- Lead the identification of Component 2 project issues, challenges and risks, appropriate recommendations and implements them;
- Provide inputs to the progress monitoring reports (e.g. donor reports), activity designs, briefing papers, technical reports, meeting documentation, situation updates, official correspondences, M&E documents, and other documentation as may be required in project implementation for Component 2 activities;
- Organize and participate in policy-related workshops, needs assessments, consultations, planning sessions and provide technical inputs as maybe necessary;
- Undertake communication assignments such as writing of articles, press releases, development of knowledge products and other related activities and disseminating these to the appropriate networks.
- Ensure that capacity development initiatives of the project are provided to the communications Officer for dissemination.
Develop and maintain effective working relationships and coordination with key counterparts delivery focusing on achievement of the following results:
- Develop and maintain effective working relationships and coordination with key counterparts to ensure the successful implementation of quality assurance among UNDP, Department of Transportation, other National Government Agencies, Congress, Senate, and CSO networks.
- Coordinate with government, CSO networks, and private sector while communicating the strategic goals of the project;
- Network and build strong working relations with the private sector, including research groups, universities, vehicle associations, etc.;
- Establish, develop and maintain mutually beneficial strategic partnerships with private sector, universities, civil society and community groups, the press and media, the business sector, etc.;
- Link with other similar UNDP projects to explore opportunities to collaborate and complement.
Oversee the successful implementation of Component 2 of the Project focusing on achievement of the following results:
- Support the development of the Low Carbon Transport Masterplan;
- Ensure that the training activities are undertaken according to the workplan;
- Based on the agreed upon work plan with the Department of Transportation, provide input to suitable partnership agreements and project activity designs related to Component 2;
- Monitor implementation of partnership agreement and project activities related to Component 2;
- Monitor physical and financial delivery deadlines of Component 2 activities and implement remedial measures to address bottlenecks.
Effective monitoring of the progress of project deliverables focusing on achievement of the following results:
- Monitor the progress of work of contractors, consultants to ensure goods are delivered on time and meeting quality standards work of contractors, consultants to ensure goods are delivered on time and meeting quality standards;
- Disseminate deliverables among DOTr, UNDP and other counterparts to be able to provide feedback;
- Collate and consolidate feedback from DOTr, UNDP and other counterparts;
- Provide timely and technically sound feedback to policy support specialist’s deliverables.
Ensures facilitation of knowledge building and management focusing on achievement of the following results:
- Identification of sources of information related to programme implementation related issues;
- Identification and synthesis of best practices and lessons learned directly linked to the project;
- Support in maintaining an effective network with development partners and Government at national level and subnational level;
- Sound contributions to knowledge networks and communities of practice.

- Advanced university degree (Master’s degree or equivalent degree) in business or public administration, economics, project management, urban planning, transport/infrastructure, engineering, planning, social Sciences, sustainable development, social sciences, or related area.
- A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- At least 2 years of work experience of project management and coordination, preferably in development, public policy, law, transport or infrastructure is an advantage
- Progressively responsible experience at the national or international level in design, implementation, monitoring and evaluation of development programmes and projects.
- Proven experience of effective partnership development with national counterparts, development partners and civil society is required;
- Relevant technical experience in constitutional development, electoral processes, and working with civil society organizations is an asset.
- Proficiency in standard software applications Word, Excel, PowerPoint, Outlook etc. is required
- Excellent written and verbal English language skills. Fluency in local language Pilipino.
