CHAI's global malaria program provides direct technical and operational support to countries around the globe to strengthen their malaria programs and reduce the burden of this preventable, treatable disease. We support governments to scale up effective interventions for prevention, diagnosis, treatment, and surveillance, with the goals of sustainably reducing the number of malaria-related illnesses and deaths worldwide in the short-term and accelerating progress towards malaria elimination in the long term.
Overview of role
The dramatic increase in malaria donor funding over the past two decades to two billion USD annually has enabled scale-up of effective tools for malaria prevention, diagnosis, and treatment across the endemic world averting over a hundred million cases annually. Yet, global incidence of the disease now appears to have plateaued in some of the highest endemic countries, including many in West Africa. In the absence of further extensive increases in donor funding or breakthrough new tools, future gains must be driven by improvements in how currently available resources are used and managed. Additionally, with the key role that the private sector plays in both the provision of health care but also the creation of malaria transmission risk, countries must explore new approaches to addressing gaps in this care and mitigating malaria transmission risks created by industry, including by the agriculture and resource extraction sectors.
CHAI is seeking a highly motivated individual to work as Regional Malaria Strategy and Financing Associate to support malaria programs in West Africa with their strategic planning, performance management, and private sector engagement needs. The role will work closely with ministries of health and their partners with creating detailed, evidenced-based national strategic plans that are based on robust data; costing and prioritization of these plans; conducting cost optimization analysis for specific interventions; working with country governments and donors to improve financial and program management; supporting resource mobilization; and exploring cost-effective and catalytic partnerships with the private sector. Initially, the role will support Burkina Faso and Benin, with the possibility of expansion to an additional country in the region. This position will be based in Dakar, Senegal with frequent and prolonged travel to Benin and/or Burkina Faso.
The Associate will bring outstanding analytical, problem-solving, organizational, and communication skills and must be able to work independently and have deep personal commitment to producing results. No background in finance or malaria is required, but the Associate will be expected to be fluent in Excel. Most of all, this position requires resourcefulness, tenacity, independence, patience, humility, and strong work ethic.
- Work with national malaria staff and CHAI country teams to optimize and cost national malaria program strategies through building Excel-based budget models;
- Conduct costing, cost optimization, and financial analyses to identify resource gaps and prioritize activities based on cost-effectiveness;
- Develop new funding proposals in collaboration with national governments;
- Support governments to meet Global Fund requests and satisfy application and implementation requirements for access and distribution of funding for malaria, including budget development and re-programming, quarterly work planning and budgeting at sub-national level, and performance reporting;
- Support national malaria programs to streamline financial planning, disbursement, and tracking processes to reduce impediments to implementation;
- Identify key financial management impediments to programmatic goals and work with donors and country governments to devise targeted solutions to address them;
- Assist national and sub-national government administrations to strengthen routine project management and planning processes to ensure effective implementation;
- Conduct analysis to identify and pursue high-impact engagements with private sector health care and industry sectors;
- Build strong relationships with stakeholders across government, non-governmental organizations and the private sector;
- Collaborate with CHAI country teams, country governments, and domestic and international donors to improve financial and program management structures and processes;
- Draft presentations and reports for internal and external stakeholders related to malaria financing work in target countries;
- Facilitate knowledge sharing between country teams in the region to ensure coordination; and share best practice;
- Travel to remote regions with limited infrastructure and medical care; and
Other responsibilities as needed.**Qualifications**
Fluent in English and French
Bachelor's degree in Business, Policy, or related field
3+ years of working experience with increasing levels of responsibility and leadership in management consulting, financial services, or other relevant fields
High levels of proficiency in Microsoft Excel, Word, and PowerPoint
Demonstrated excellent analytical, quantitative, and problem solving skills
Ability to oversee multiple work streams simultaneously, to set priorities, and to work independently and flexibly with a strong commitment to excellence in high-pressure situations and in remote settings
Exceptional written and oral communication skills
Strong diplomatic and interpersonal skills and ability to build relationships in a challenging multicultural environment
Ability and willingness to travel frequently (50-75% of time) and extensively across West Africa, including to countries with high security risks
Ability to work in a fast-paced and multicultural environment
- Experience working and communicating with government officials and multilateral organizations in West Africa
- Practical experience in the provision of technical or program management support in developing countries preferably in West Africa
- Master's degree in Business, Policy, Public Health, or related field.

- Experience living or working in resource-limited countries, especially in West Africa.
- Experience working remotely with a decentralized and remote team
- Knowledge of malaria and/or other major global infectious disease problems is not required, but can be helpful
