To assist Bangladesh Resident Mission (BRM) in project administration, portfolio management, capacity development, publication of knowledge products, and recordkeeping.
Supports project administration for sectors which are understaffed, involve complex project design, or cover wide geographic areas; including identification and execution of required measures to address and resolve project implementation problems.
Administers projects directly if necessary, responsible for contract awards, disbursement, project review missions, project completion, account closure, and preparation of project completion reports (PCRs).
Identifies, reports on, and disseminates good project implementation practices.
Identifies systemic project implementation issues and propose solutions.
Holds policy dialogues with EAs and IAs and advises them on ADB operational policies and good project implementation practices.
Reviews and comments on PCRs circulated for interdepartmental comments and consolidate BRM comments.
Assists BRM Head, Portfolio Administration Unit (PAU) in annual projections of contract awards and disbursement and monitoring of delivering both ADB and government targets.
Monitors and reports on performance of the BRM portfolio in terms of five criteria defined in the ADB's Project Administration Instructions, particularly those with actual and potential problems; analyzes the reasons; and proposes solutions.
Analyzes portfolio trend, identifies portfolio issues, analyzes reasons, and assists in preparing country portfolio reviews and tripartite review meetings.
Assists BRM PAU Head in performing his role as the focal point of quality control and ensures the quality and consistency of reports and outgoing communications related to the BRM's portfolio and project management.
Reviews and comments on revisions to ADB operational policies and consolidates BRM comments.
Identifies capacity development needs, proposes interventions, and organizes and conducts training workshops in areas relating to project administration/management.
Networks with ADB headquarter and other resident missions and shares good practices and lessons and experiences on portfolio management and project administration.
Assists in developing knowledge products on good practices and successful stories.
Assists in improving BRM project records keeping, and spring cleaning and achieving of BRM records.
