The Organizational Setting

The Regional Office is primarily responsible for maintaining continuous liaison with the States and Territories which are accredited to it, and with appropriate organizations, regional civil aviation bodies, stakeholders, and UN Agencies, Funds, and Programmes. The NACC Regional Office is responsible for leading the implementation of the 2026-2050 Strategic Goals in North America, Central America, and the Caribbean, including in the implementation of ICAO policies and global and regional plans such as the Global Aviation Safety Plan, the Global Aviation Security Plan, and the Global Air Navigation Plan. It is also responsible for coordinating between the responsible ICAO offices and the States accredited to it in the execution of the Universal Safety Oversight Audit Programme and the Universal Security Audit Programme, which measure Statesโ€™ effective implementation of ICAO Standards and Recommended Practices (SARPs).

Under the cross-cutting No Country Left Behind Strategic Goal, the Regional Office is responsible for coordinating internally within ICAO and with external partners to provide technical support to the States and Territories accredited to the NACC Regional Office in the effective implementation of ICAO SARPs in all functional areas, often with the use of voluntary funds from donors. ICAO promotes regional cooperation among member states, such as through Regional Safety Oversight Organizations (RSOOs) and Regional Accident Investigation Organizations (RAIOs) in order to maximize resources for ICAO and its Member States.ย 

In order to address the specific needs of the Member States of the Caribbean Community (CARICOM), which comprise more than half of the States accredited to the NACC office, as well as the Caribbean Aviation Safety and Security Oversight System (CASSOS), an RSOO established under CARICOM, the NACC Office developed a Caribbean Strategy to focus on direct technical assistance, regulatory harmonization, institutional strengthening, and supporting a regional training ecosystem. It will also support the strengthening of CASSOS to eventually take over long-term regional safety and security oversight responsibilities. The programme adopts a phased implementation approach to ensure scalability, adaptability, and sustained impact.

The NACC Regional Office has received donor funds to implement one element of this Caribbean Strategy to improve effective implementation in the area of Aerodromes and Ground Aids (AGA) among CARICOM members and CASSOS. In this regard, ICAO is seeking an AGA specialist to enhance and increase the support on Aerodromes and Ground Aids implementation; compliance with AGA related SARPs and AGA safety related matters. The AGA Specialist will work under the direction of the AGA Regional Officer, who provides expert support and advisory services in the field of AGA to States/Administrations throughout the NAM/CAR Regions.

Major duties and Responsibilities

Function 1 (incl. Expected results)

Under the direction of the ICAO NACC GA Regional Officer and in coordination with other technical officers such as the Program Manager for the Caribbean Strategy, support the following tasks in the area of expertise (AGA):

Conduct gap analyses to identify and prioritizes needs of each CARICOM member and CASSOS in the effective implementation of SARPs related to aerodromes. Assist in assigned activities within the AGA area for the development, harmonization, and/or adoption of harmonized regulations and supporting documents. Provide follow-up on the conclusions and recommendations to be implemented by the relevant entities in the AGA area. Analyze and recommend revisions and updates to the regulations, guidance materials, aerodrome manuals, Advisory Circulars, and any other pertinent documents to reflect operational needs, new trends, amendments to annexes and related ICAO documents, and technological advances, with an aim to harmonize/standardize the regulations in the region.

Assist the Regional Office and CASSOS in reviewing proposals from the AGA working groups and related documents for the CARICOM States. Propose amendments to the AGA regulations of participating States. Stay abreast of significant changes, best practices, and advancements in the aerodrome sector. Develop, maintain and deliver courses related to AGA. Coordinate technical assistance to CARICOM members and CASSOS on issues related to airfields and ground support. Assist and monitor Member States' plans and activities regarding the harmonization and/or adoption of the AGA regulations.ย

Impact of The Outcome of the Position

The position significantly impacts the effective implementation of AGA SARPs among CARICOM members and CASSOS. The incumbent's technical support is necessary to ensure that the standards and recommended practices of Annex 14 and Annex 19 related to aerodromes and ground aids are maintained and applied in the CARICOM region through the development, updating and maintenance of harmonized and standardized AGA regulations and other documents, capacity building of staff in CARICOM member authorities and aerodrome operators, and ultimately by strengthening the capabilities of individual CARICOM member authorities and CASSOS to sustain effective implementation of ICAO SARPs.ย 

Work Relations and Contacts

The incumbent will report to the NACC AGA Regional Officer and work in close collaboration with the Programme Manager for the Caribbean Strategy, as well as other technical officers of the Regional Office. The incumbent will also coordinate, as appropriate, with focal points designated by CARICOM Member States, CASSOS, and other relevant national civil aviation authorities.

Qualifications and Experience

Education

Essential

University degree in civil engineering, electrical engineering, airport engineering or other technical civil aviation discipline with demonstrated knowledge of the appropriate elements of aerodrome engineering relevant to aerodrome inspection.

Professional experience

Essential

Three (3) years of experience in the field of civil aviation; with at least one (1) year of experience as an aerodrome operator and/or at least one (1) year of experience in a civil aviation authority performing certification and surveillance functions for aerodrome operators. Experience in developing regulations and associated documents for the regulation and oversight of aerodrome design and operation. Demonstrated knowledge of ICAO Standards and Recommended Practices in the area of aerodrome and heliport design and operation (Annex 14 Vol. I and II) and operational safety (Annex 19). Knowledge of audit techniques and competency definition and control. This is desirable if you have participated in preparing your authority for a USOAP audit. Knowledge of the operations and technical aspects of operating an aerodrome with international operations. Knowledge of the relevant provisions of the Convention on International Civil Aviation and its annexes.

Desirable

Knowledge of project management is desirable.
