ARTICLE 19 works to protect and defend freedom of expression and information (FoE/I), particularly individual advocates of these rights. Our goal is that those at the front line of defending freedom of expression and information are supported by effective networks of institutions and activists at the local, regional and global levels, and by strong legal frameworks and mechanisms, thus ensuring that violations are known, perpetrators held accountable, and effective relief or redress is secured.
The protection of these rights requires a holistic approach encompassing physical, digital, psycho-social and legal security. ARTICLE 19 works to improve the security conditions and protection tools and mechanisms for journalists, media workers, human rights defenders (HRDs), bloggers and others engaged in defending human rights, particularly freedom of expression and information, and exposing corruption. We work to systematise our global monitoring and reporting methodologies, linking them to international and regional mechanisms, as well as specific governments, to raise cases of violations.
ARTICLE 19 focuses in improving access of women and sexual and gender minority journalists, HRDs, media workers and other communicators to specific tools and knowledge to protect themselves online and offline from physical, digital and legal risks or threats. Protection mechanisms and support networks are nuanced to effectively mitigate risk and threats for women and sexual and gender minorities.
The Asia Finance Officer will assume primary responsibility for the accounting and financial administration functions of ARTICLE 19’s Asia Programme. The Asia Finance Officer will record all Asia Programme transactions in ARTICLE 19’s accounting system. He or she will also support ARTICLE 19’s country teams to prepare financial reports and comply with all financial policies and procedures.
Additionally, the Asia Financial Officer will assist the Bangkok-based Head of Asia Programme to develop budgets for grant proposals and ensure compliance with donor reporting requirements, and provide support on other financial and administrative matters, as requested.
- To support ARTICLE 19 country teams in Cambodia, Malaysia and Myanmar to prepare financial reports.
- To ensure and monitor compliance by Asia Programme staff members with ARTICLE 19’s financial policies and procedures, including the Anti-Corruption & Bribery Policy.
- To record all financial transactions by the Asia Programme in the Access Dimensions accounting system utilised by ARTICLE 19
- To provide the Head of Asia Programme and country teams with accurate and timely actual-to-budget reports relating to both grant budgets and approved institutional budgets.
- To support the development of budgets for new proposals, including by ensuring that proposals comply with ARTICLE 19’s full cost recovery principles and policies.
- To develop financial reports in line with the requirements of donors funding Asia Programme projects, including by explaining budget variances and re-forecasting where required.
- To proactively make suggestions for changes to programme delivery or donor budgets in order to maximise the value donor funds.
- To monitor cash-flow in the Asia region and ensure that payment requests are made on time.
- To ensure that payments to partners, staff, suppliers and others are made in accordance with policies and procedures and in a timely manner.
- To train new Asia Programme staff members on ARTICLE 19 financial policies and procedures and ensure as far as possible strong systems and financial controls.
- To carry out due diligence reviews of ARTICLE 19 partners in Asia in line with ARTICLE 19’s internal policies and procedures.
- To facilitate external financial audits of projects and offices in the region, particularly in Myanmar, ensuring compliance with the requirements of donors where necessary.
- To liaise with the London-based Head of Finance and ensure the timely and accurate transmission of Asia Programme financial data and records to the London office, as per a month end checklist of procedures.
- To ensure that the balance sheets of the three country programmes and the Asia office are accurate and reconciled, including inter-company balances with the International Office.
- To assist the Head of Asia Programme with other financial and administrative activities, as appropriate, including potentially those relating to the registration of an ARTICLE 10 office in Thailand.
Education and Qualification
- Bachelor's degree or higher;
- Qualified Accountant;
- Understanding of accounting for restricted income and expenditures by NGOs.
- At least five years of accounting experience, with experience working with NGOs strongly preferred;
- Experience producing actual-to-budget reports;
- Experience with budgeting, preferably including producing grant budgets in compliance with donor requirements;
- Good understanding of compliance, external and internal audit process and internal controls.
Knowledge, Skills and Ability
- Excellent Excel skills, including vlookups and sumifs, and ability to self-learn in this area;
- Ability to work quickly, methodically and with a high attention to detail;
- Ability to work cross-culturally with those in other time zones from different cultural and professional backgrounds;
- Ability to work to tight deadlines and in high pressure situations whilst maintaining a calm and positive attitude;
- Willingness to do basic accounting or administrative tasks;
- Excellent written and verbal communication skills in English.
