UNDP Serbia established a Tech Cell, to increase its capacities for programme design, programme implementation and programme innovation.  

The Software Developer/ICT Business Analyst work with the operations team and with project staff, under guidance of ICT Associate and overall supervision by Operations Manager, providing services for UNDP Serbia projects.

The positions are based in the UNDP office in Belgrade, with expectations to travel to project sites.


Under the guidance of ICT Associate and overall supervision of the Operations Manager the incumbent is responsible for:

Providing front-end software development services (50% of worktime):

  • Develop new user-facing features;
  • Tailoring user experience;
  • Production, modification, and maintenance of websites and web application user interfaces;
  • Creating tools that enhance how users see and interact with your site in any browser;
  • Implementing responsive design for mobile sites;
  • Optimize application for maximum speed and scalability;
  • Assure that all user input is validated before submitting to back-end.

Providing ICT Business Analytics services (50% of worktime):

  • Collect project beneficiaries’ ICT needs and requests;
  • Advise on realistic requests and provide ideas and software recommendations;
  • Provide analysis of project partners existing ICT systems before upgrades and customizations;
  • Advise and guide staff on various elements of a successful software development based on outputs and timelines;
  • Analyze project progress reports from external software companies providing services to UNDP projects;
  • Write Terms of Reference for hiring companies or consultants as per project needs;
  • Provide IT project components progress monitoring and evaluation and support;
  • Participate on the meetings with the project teams and national partners on ICT project development subjects and provide expert input and opinions;
  • Conduct an overhaul of existing and pipeline projects with a view to strengthening the use of technology for development;
  • Provide other technical assistance to the UNDP project staff and beneficiaries as required.
  • Conceptual Innovation in the provision of technical expertise;
  • Leveraging the resources of national governments and its partners;
  • Building strategic alliances and partnerships;
  • Job knowledge/Technical expertise: Good knowledge of the management of the information systems;
  • Proficient understanding of web markup, including HTML5, CSS3;
  • Proficient understanding of client-side scripting and JavaScript frameworks, including jQuery;
  • Experience using some of UI JavaScript frameworks and/or libraries (ReactJS, Vue.js, Ext.js …) is a plusDisplays cultural, gender, religion, race, nationality and age sensitivity and adaptability;
  • Demonstrates professional competence and is conscientious and efficient in meeting commitments, observing deadlines and achieving results;
  • Demonstrates integrity and fairness by modeling UN values and ethical standards;
  • Consistently approaches work with energy and a positive, constructive attitude;
  • Ability to interact, establish and maintain effective working relations with a culturally diverse team.



Master’s degree in ICT area.


  • Experience in business processes modeling, functional modeling, enterprise modeling and systems analysis;
  • 3 years of experience in front-end development;
  • 5 years of experience in the design, development, evaluation and implementation of information management systems preferably in the public sector;
  • Experience in software lifecycle management, standards for software quality assurance and software documentation;
  • Experience with ICT project management life cycle;
  • Knowledge on MS SQL and other relational database system.


Excellent knowledge of spoken and written English and Serbian.
