Background

The Project Climate Twin Phoenix – Resilience and Preparedness toward Inclusive Development (RAPID) Program aims to achieve the following outcome: “Adaptive capacities of vulnerable communities and ecosystems are strengthened to be resilient to threats, shocks disasters, and climate change.” In support of the said objective, the Climate Change Commission(CCC)–PCTP-RAPID shall formulate Baywide Coastal Zoning and Land Use Framework (BCZLUF) on the RAPID target areas along the coastlines of San Pedro Bay and Leyte Gulf, namely: city of Tacloban and municipalities of Palo, Tanauan, Dulag, Tolosa, Mayorga, Mac Arthur and Abuyog in Leyte, Basey and Marabutin in Samar, and Lawaan and Balangiga in Eastern Samar.

The municipalities covered by the RAPID program were affected largely by the storm surge of Typhoon Yolanda. A research by Mikami, et. al. on “Storm Surge Heights and Damage Caused by the 2013 Typhoon Haiyan Along the Leyte Gulf Coast” discussed the different storm surge heights along the Leyte Gulf (including San Pedro Bay which has a large storm surge with height more than 4 meters) coast and the different magnitude of damages to the worst affected areas. The main reasons for the severe damage of the storm surge are the following:

The study recommended the need for improvements in coastal risk management in the Philippines. With focus on multi-layer safety strategies, particularly on coastal planning, specifically the relocation of informal settlements out of risky areas, and improved evacuation strategies. 

Duties and Responsibilities

By the end of the engagement period, the consultant is expected to complete the following, in coordination with National Economic and Development Authority Regional Office 8 (NRO8), Regional Land Use Committee (RLUC), concerned Local Government Units (LGUs) and agencies:

  • Strong knowledge of the latest theories and concepts in urban development and sustainable cities in the Philippines and broader region;

  • Familiarity with current actors working on urban development challenges in the Philippines;
  • Strong communication skills and ability to communicate with different stakeholders;
  • Excellent in oral and written communication; have skills to write independent reports, documents, maintain systems and procedures in administering programs.

Required Skills and Experience

Education:

  • Degree in Integrated Coastal Zone Management, Climate Change, Natural Resource Management, Environmental Economics, or related field;

Work Experience

  • Has proven track record in urban and regional planning;
  • Has minimum ten (10) year relevant experience in climate and disaster management at national or international levels, including risk mitigation with at least 3 years of actual expert services rendered;
  • Has experience in conducting studies for at least two (2) land use framework plan or relevant studies;
  • Has relevant experience in the field of integrated coastal management and natural resource and environmental management;
  • Prior substantive and sustained work experience in achieving results on the ground, working with government;
  • Good communication skills, including demonstrated written, presentation and training facilitation skills;
  • Demonstrated ability to work well both independently and as part of multidisciplinary teams and manage multiple tasks;
  • Has experience in leading/managing studies on local development planning and in providing information for policy discussions.

Language

  • Fluency in the English language and proven ability to write high-quality technical reports
