Surge is the rapid scale up of humanitarian professionals and resources in emergency settings. Over the last few years, UNFPA has become very active in surging qualified personnel due to growing humanitarian needs. These needs are met by using UNFPAโ€™s Surge Response Roster, a staffing modality that provides technical experts to surge.

Selected candidates will be added to UNFPAโ€™s Surge Response Roster and contacted for any job opportunities that meet their profile.

What We Offer:

  • Deployment for short term (3 to 6 months) surge missions as part of UNFPA humanitarian response.

Experts selected for the roster will be deployed for emergencies to:

  • support assessment, design, implementation, monitoring, and documentation of learning of CVA within UNFPAโ€™s SRH and GBV in emergencies programming
  • represent UNFPA CVAe in the Cash Working Group
  • work with implementing partners (IPs), the government as appropriate, UN partners and affected communities to determine the best implementation model(s) for UNFPA CVA
  • build the capacity of local implementing partners (IPs) and support technical and operations colleagues to mainstream and increase the use of CVA in GBViE, SRHiE, access to dignity items and other relevant areas
  • ensure that all CVA is aligned to UNFPA CVA Guidelines, Guidance on Cash in GBV case management and CVA & SRH guidance and within the broader scope of UNFPAโ€™s priority emergency response interventions

Education:

  • Advanced university degree in public health, international development, social sciences, public policy, or any related field is highly desirable.
  • Bachelorโ€™s degree in social sciences, gender studies, health or any related field is required.

Knowledge and Experience:

  • Minimum five yearsโ€™ programme management and/or coordination in humanitarian, early recovery, or development settings.
  • At least half of this experience should be focused on designing and implementing cash and voucher assistance (CVA) within other sectoral or multi sectoral programmes.
  • Experience in programming in the areas of health, sexual and reproductive health, protection, gender-based violence, child protection, PSEA, GBV risk mitigation, โ€œsafer cashโ€ are a plus. Demonstrated experience representing a UN agency or INGO in humanitarian (IDP or refugee) coordination settings including familiarity with Cash Working Groups.
  • Understanding gender and protection considerations in CVA is essential.
  • Demonstrated experience in capacity-building and training is an asset.

Languages:

Fluency in oral and written English. Knowledge of another language is an asset.

How You'll Be Assessed?

  • Resume & Application Review: Our vetting committee will examine your resume, application, and supporting paragraph to determine if your experience and skills align with UNFPA's surge needs.
  • Technical & Soft Skills Assessment: You may be asked to complete a technical assessment tailored to CVA area of expertise to evaluate your knowledge and problem-solving abilities. You may also have to answer questions relating to soft skills.
  • Video Interview: Candidate may be invited to a recorded video interview where you'll answer questions covering both technical and behavioral aspects relevant to humanitarian work.
  • Reference Checks: As a final step, we may request your professional references to gain further insights into your work ethic, performance under pressure, and suitability for surge deployments.
