      UN-WOMEN supports its partners (governments, civil society organizations, private sector, Sister UN Agencies and international NGOs) in implementing the commitments made by States on gender equality.

      UN Women Burundi's Strategic Note 2024-2027 aligns with UN Women's Global Strategic Plan 2022-2025, the National Development Plan 2018-2027 reinforced by the National Program for the Capitalization of Peace, Social Stability and the Promotion of Economic Growth (PNCP 2021-2027), the National Gender Policy (NGP) 2012-2025 and UNSC Resolution 1325, UNSDCF (2023-2027) and the United Nations Resilience Framework. It captures the triple mandate of UN WOMEN (Normative, Coordination and Programmatic) aimed at supporting government and partners to achieve lasting results for Gender Equality and the Empowerment of Women, building on its comparative advantages.

      UN Women's work in Burundi focuses on 4 priority themes:

      1. Governance and Participation in Public Life.
      2. Women's Economic Empowerment.
      3. Ending Violence against Women and Girls.
      4. Women Peace & Security and Humanitarian Action

        Reporting to Programme Management Specialist, the Programme Analyst contributes to the effective management of UN Women programmes in the Burundi Country Office by providing substantive inputs to programme design, formulation, implementation and evaluation.ย  The Programme Analyst guides and facilitates the delivery of UN Women programmes by monitoring results achieved during implementation and ensuring appropriate application of systems and procedures and develops enhancements if necessary.ย 

        The Programme Analyst works in close collaboration with the programme and operations team, UN Women HQ personnel, Government officials, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation under portfolio.ย ย ย ย ย 

        Overall supervision will be done by the Representative.

        Duties and Responsibilities

        1. Contribute technically to the development of programme strategies in the area of Women Leadership & Participation, Peace and Security

      5. Provide substantive inputs to the design and formulation of programme/ project proposals and initiatives;
    • Identify areas for support and intervention related to the programme.

      2. Provide substantive technical support to the implementation and management of the Women Leadership & Participation, Peace and Security programme

    • Provide technical inputs to the annual workplan and budget;
  • Lead the implementation of programme activities;
Lead the coordination of the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners;Review, coordinate and monitor the submission of implementing partner financial and narrative reports;Train partners on Results Based Management and monitor implementation.

3. Contribute substantively to the monitoring and tracking of results against Country Office targets and UN Women Strategic Plan

Coordinate with Programme Team to ensure that data collection and analysis from field visits are coordinated and standardized across programmes;Monitor data from partners/countries on a quarterly basis and provide substantive inputs to regular management briefs to inform decision making;Visit partners, along with the Programme Team, to support monitoring of results and planning processes as required;Monitor the spending of donor funds and other programme expenditures and disbursements;Draft and monitor the Burundi Country Office Monitoring, Evaluation, and Research Plan.

4. Provide technical assistance and capacity development to project/programme partners

Coordinate and provide technical support in the implementation of programme activities; Develop technical knowledge productsMaintain relationships with national partners to support implementation and expansion of the Women Leadership & Participation -Peace and Security;Identify opportunities for capacity building of partners and facilitate technical/ programming support and trainings to partners, as needed.

5. Provide technical inputs to the monitoring and reporting of the programme/ project

Monitor progress of implementation of activities and finances using results based management tools;Draft reports on monitoring missions, programme results s, outputs and outcomes;Provide substantive inputs to the preparation of donor and UN Women reports.

Monitor budget implementation and make budget re-alignments/ revisions, as necessary;Provide substantive inputs to financial reports;Supervise Programme Associates and Assistant.

7. Provide substantive inputs to building partnerships and resource mobilization strategies

Provide substantive inputs to resource mobilization strategies; analyze and maintain information and databases;Prepare relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles;Participate in donor meetings and public information events, as delegated.

8. Provide technical support to inter-agency coordination on Women Leadership & Participation, Peace and Security to achieve coherence and alignment of UN Women programmes with other partners in Burundi

Provide substantive technical support to the Representative and Deputy Representative on inter-agency coordination related activities by drafting background reports and briefs.

9. Provide substantive inputs to advocacy, knowledge building and communication efforts

Develop background documents, briefs and presentations related to Women Leadership & Participation, Peace and Security;Coordinate and organize advocacy campaigns, events, trainings, workshops and knowledge products;Coordinate the development of knowledge management methodologies, and products on Women Leadership & Participation, Peace and Security

Required Skills and Experience

Education and certificationย 

Masterโ€™s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is requiredA first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.A project/programme management certification would be an added advantage.

Experience

At least 2 years of progressively responsible work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity buildingExperience in the Women Leadership & Participation, Peace and Security is an asset;Experience coordinating and liaising with government agencies and/or donors is an asset.

Language Requirements

Fluency in French and Working knowledge in English is requiredKnowledge of the other UN official working language is an asset;
