Chemonics International seeks an Operations Director to support the anticipated USAID-funded Morocco Climate Program. It is envisioned this Activity works in alignment with the new USAID climate strategy 2022-2030 and in collaboration with the Government of Morocco (GOM). USAID/Morocco aims to support efforts to mitigate the impact of climate change in Morocco, promote climate change adaptations best practices, and strengthen the resilience of vulnerable communities to climate change through education, economic growth, and governance programs. Specially, this project seeks to create a set of complementary activities that:
1. Promote resilience and scale climate adaptation best practices;
2. Support the Government of Moroccoโs efforts to mitigate the impact of climate change in Morocco; and
3. Strengthen the resilience of vulnerable communities to climate change through economic growth, governance, and locally-led development programming.
These positions are anticipated to be based in Rabat, Morocco. We are looking for candidates who have a passion for making a difference in the lives of people around the world.
Responsibilities include, but are not limited to:
- Oversees all operations including but not limited to administration, logistics, procurement, budgeting, financial, and property
- Ensures that program implementation is in accordance with USAID regulations and procedures and the specifications determined in the SOW, including ensuring that all procurement processes are perceived as transparent by beneficiary communities, ensuring fair and transparent procurement processes, and reviewing of financial management
- Ensures that the most reasonable, fair, expeditious, and appropriate procurement choices are made pursuant to the contractorโs procurement guide
- Supervises day-to-day field presence in the areas of operations (including the project's facilities such as office space, equipment, and project vehicles), administration, logistics, procurement, budgeting and financial accounting and may act as the Chief of Party when s/he is absent from the program
- Manages local registration mechanisms and administration, including adherence to compliance with host country requirements, and coordinating with the contractorโs home office, as needed
Qualifications for Operations Director:
- At least five years of experience working on donor-funded projects in a related role, with demonstrated supervisory experience of large teams, preferably in a remote management context
- Minimum three years of successful supervisory experience with culturally and geographically diverse staff
- Strong leadership abilities, including the ability to represent the program to the donor, other implementing partners, and key stakeholders
- Experience with a donor, contractor, or international NGO overseeing a large, diverse, and fast paced operational platform; Experience working on USAIDโfunded activities is preferred;
- Work experience in the Middle East and North Africa region and specifically Morocco is preferred;
- Demonstrated leadership, versatility, and integrity;
- Excellent written and verbal communication in Arabic, French and English
