UNDPโ€™s Work on Climate Finance:

The National Mid-Term Development Plan (RPJMN) 2020-2024 reflects the Government of Indonesiaโ€™s (GOI) strong commitment to achieving the SDGs while making a significant shift towards low-carbon economic transformation and intensifying efforts to address underfunded sectors such as sanitation and developing the blue economy. Indonesia also shown its climate commitment through several international agreements, including the Paris Agreement in 2015. Indonesia has updated the Nationally Determined Contributions (NDC) in 2022, with new ambitious targets by 31.89% unconditionally and 43.20% conditionally. The target, planned to be achieved in 2030, coincided with the United Nationsโ€™ Sustainable Development Goals (SDGs) which also aims to achieve all 17 goals by 2030.

Attaining the targets for GHG emission reduction required a huge amount of funds. According to the Second Biennial Update Report (BUR) in 2018, Indonesia has delivered the funding needed to achieve the

emission reduction targets in 2030 is estimated to be USD$247.2 billion or IDR3.461 trillion. Implementing climate actions to achieve the countryโ€™s ambitious goals require a massive amount of funding and more effective use of current resources from the national budget or access other potential financial resources. As the fourth most populous country in the world, and highly affected by climate change, Indonesia needs to strengthen its public finance management for climate change and develop innovative fiscal policies to attract contribution from private and social finance.

Innovative financing is approached by UNDP as a strategic lever for change, sitting at the core of the UNDP delivery system. UNDP Indonesia has made innovative finance a central part of its work on the SDGs with the objective to leverage new resources flows for sustainable development. It has established an Innovative Financing Lab (IFLab) that operates as collaborative space for Government, the private sector, financial institutions, investors, entrepreneurs, religious organizations, civil society, other UN agencies and other interested stakeholders to work together and develop solutions for financing the SDGs. The IFLab focuses on several working clusters, including Faith-based finance, Climate Finance, Integrated National Financing Framework (INFF), Thematic Bond, Impact Investing, among others.

In the area of climate finance, UNDP work closely with the Fiscal Policy Agency (BKF) of the Ministry of Finance under the framework of Climate Finance Network (CFN) Indonesia project. The project is part of UNDP CFN Regional Programme, funded by UK FCDO. CFN Indonesia aims to strengthen public finance management for climate change and advancing innovative climate finance solutions at the national and sub- national levels. In regard to this, UNDP is recruiting a National Project Coordinator to manage the project effectively and coordinate the activities in close collaboration with key government partners and stakeholders. Under the supervision of the Head of IFLab and Regional Specialist of Climate Finance, the National Project Coordinator is responsible for making the day-to-day decisions on project implementation and ensures to achieve the project results as defined in the relevant project document and in the annual work plans through timely implementation and quality monitoring.

The National Project Coordinator will work in close collaboration with the programme and operations units in the CO, technical advisors, experts, Government officials, UN agencies, multi-lateral and bi-lateral donors and civil society, as well as with UNDP RBAP, particularly the regional CFN programme, to successfully implement the project. The incumbent is expected to exercise full compliance with UNDP programming, financial, procurement and administrative rules, regulations, policies and strategies, as well as implementation of the effective internal control systems.

Duties and Responsibilities:

Manage and supervise the project team to ensure effective implementation and achievement ofย results:

Manages the overall oversight and day-to-day project implementation of the project including implementing planned activities, monitoring progress, managing the project risks, capturing lessons learned etc,ย and ensure achievement of targets as outlined in the project workย plan. Leadsย andย supervisesย projectteam,ย buildsย teamย coherenceย andย establishesย clearย rolesย and responsibilities among teamย members. Ensures that the quality of project inputs meet the expected standards and are sufficient to produce project outputs and targets. Takes overall responsibility for the project and performs oversight roles for project compliance against the relevant government and UNDP regulations for project management. Develops the project standard operating procedures in line with the government. UNDPโ€™s regulations; seeks the boardโ€™s approval; and takes responsibility for updating and revising it as necessary. Manages critical issues, troubleshoots problems and develops solutions to the overall processes of project implementation. Consults with the project board through the National Project Director for any issues that require their attention, including issues related to deviation from the approved work plans and its tolerance (e.g. deviation from the approved target, and/or budget). Performs Project Manager duties on UNDPโ€™s Quantum in line with the NIM manual and as outlined in the delegation of authority for Project Managers. Ensures effective monitoring of project performance, and the preparation of high quality and results oriented progress reports. Ensures gender-related economic, environmental, public research and analysis, to contribute to the formulation of policies, programme interventions, procedures, guidelines and tools.

Ensure effective planning, budgeting, and implementation of the project Management:

Prepares projectโ€™s annual and quarterly work plans and organizes project board meetings to obtain their approval. Implements project work plan and ensures that the project remains within the tolerance level of the approved work plan. Conducts regular monitoring to ensure achievement of targets in line with the annual work plan and that project implementation at all levels complies with the approved project SoP. Prepares quarterly project reports, in line with the standard template and presents it to the project assurance team on a timely manner. Provides regular implementation updates for the CFN regional team and donor partners (e.g. FCDO) upon request. Provides additional inputs and data for external project reports as necessary and required by the project assurance team. Organizes annual project board meetings and reports to the project board theย projectโ€™s quarterly progress together with any issues that may require project board decisions. As required and directed by the project board, liaises with UNDPโ€™s Quality Assurance, Reporting and Evaluation (QARE) Unit to facilitate project review, reporting and evaluation processes, and supports the conduct of such exercises under the overall management of the task manager as designated by QARE. To make sure implementation of gender equality accountability framework and Gender equality Results Based management at project level i.e. performance management, gender marker assignment in web-based system Quantum, reporting, etc.

Facilitate knowledge building and management for and from the project implementation (Knowledge Sharing).

Identifies best practices and lessons learnt from the project and from other initiatives that can be helpful to the project in achieving its goals and objectives. Organizes and delivers trainings for the operations/project staff on project/programme management issues. Conducts internal capacity building training for project staff to facilitate appropriate management and timely delivery of project outputs. Identifies policy issues for codification and sharing. Prepares issue briefs and knowledge management materials on issues relating to climate finance. Leads in generating knowledge products such as best practices and lessons learnt for knowledge sharing and Contributes to knowledge networks and communities of practice. Conducts internal capacity building training for project staff to facilitate appropriate management and timely delivery of project outputs including in gender analysis and gender mainstreaming. Experience of working with the Government of Indonesia (e.g. Ministries of Finance, Planning, etc), financial institutions, development partners, private sector, universities on SDG and development finance will be an advantage. Experience in the usage of computers and office software packages (MS Word, Excel, etc), advance knowledge of spreadsheet and database packages, and handling of web-based management systems will be an advantage. Familiarity with UNDP development projects in Indonesia is an advantage. Experience in working with other UN agencies, other development partners, government on programming in relation to sustainable development, SDGs and innovative finance. Knowledge of and experience in supporting administration of Learning Technology, Learning Management System, or Sustainable Development Goals related projects will be highly desirable.
