Background

IFPRI and the University of Arizona (UA), in partnership with the Agricultural Transformation Institute of Ethiopia, and collaborators at the Ethiopian Institute for Agriculture Research (EIAR) and Bahir Dar University (BDU), are evaluating the impacts of a picture-based insurance (PBI) innovation for wheat and teff in the Amhara region of Ethiopia. In the past, IFPRI, UA, EIAR and BDU have piloted this approach, using a dedicated smartphone application AzmeraCam.

The partner will develop and implement this solution among a sample of 640 households from approximately 40 randomly selected villages this Meher 2024 and take steps towards training and integration to facilitate future scaling. The 640 households to be targeted were surveyed in January 2023 as a baseline of the impact evaluation.

Scope of work

  • Develop operational plans for implementing PBI in 40 randomly selected villages from 10 woredas in Amhara region
  • Integrate AzmeraCam in software that is normally used by the insurance surveyor for crop monitoring and area yield measurement.
  • Implementing the solution for 640 randomly selected households from 40 randomly selected villages (selected by IFPRI/UA/BDU), at varying premium subsidy levels.
  • Sharing data from implementation with IFPRI investigators, and with the AzmeraCam back-end applications.
  • Participate in a training of trainers during the Meher 2024 loss assessment, and work towards future integration of loss assessment within the organizationโ€™s standard activities.

    Required qualifications of the consultant / survey team leader

    • Organization with at least five years of demonstrated experiences providing agricultural insurance to smallholder farmers.
    • Existing large-scale agricultural insurance operations in the Amhara region of Ethiopia
    • Demonstrated expertise in providing insurance education to smallholder farmers
    • Demonstrated capacity to develop smartphone applications including photo-based crop monitoring functionalities.
    • Experience in building trust and good relations with communities.
    • Team members with excellent communication and interpersonal skills.

      Preferred qualifications

      • Existing partnerships with government insurance programs of Ethiopia.
      • Outlined plans for how PBI can be integrated in the firmโ€™s operations in future years.
