OBJECTIVE OF THE OFFICE/DEPARTMENT

This requisition is for employment at the Pan American Health Organization (PAHO)/Regional Office of the World Health Organization (WHO)

The Department of Human Resources Management (HRM) supports PAHO’s mission of working in and with countries towards the improvement of health and quality of life in the countries of the Americas by ensuring consistent application of staff rules and regulations, strategic and innovative human resources practices, programs and services to attract, engage and retain highly qualified, talented staff committed to excellence, mutual respect and trust.

DESCRIPTION OF DUTIES

Under the direct supervision of the Director, Human Resources Management (HRM), and the general supervision of the Director of Administration (AM), the incumbent is responsible for, but not necessarily limited to, the following assigned duties:

1.    Lead the organization’s learning function; advise on learning programs using state-of-the-art methodologies (online learning, blended and mobile spaces); support the design, development and delivery of adult learning programs to deliver on PAHO’s People Strategy;

2.    Manage and act as Secretary for the Learning Board; implement the Learning and Development Needs Assessment (LDNA);

3.    Manage PAHO’s learning management systems, iLearn and PMIS Learning; liaise with WHO for global best practices;

4.    Lead the Corporate Learning Priority Program (CLPP) and its component projects (initiate, approve and report on CLPP projects);

5.    Coordinate the career and learning development plan of the Organization, ensuring alignment with the People Strategy and the UN System Leadership Framework’s action in leadership characteristics: impact, transformational change, systems thinking and co-creation;

6.    Act as counterpart for the UNSSC, including the Colleges UNLOCK peer-exchange program, to ensure cutting edge trends and best practices of the UN system are used by PAHO when appropriate; establish partnerships to promote collaboration with WHO and other UN as well as external organizations in support of PAHO career development and learning;

7.    Evaluate corporate learning programs and incorporate findings in the planning of new career development and learning initiatives;

8.    Manage the coordination of succession and career development initiatives in support of PAHO’s People Strategy; analyze and provide recommendations to the HRM Director for decision making;

9.    Provide leadership, guidance and monitoring of supervised personnel by setting clear work objectives, ensuring timely and effective use of performance reviews and feedback mechanisms; build a service minded team, focused on supporting HRM’s clients;

10. Responsible for PAHO’s employee career development, including development and training plans in support of People Strategy succession planning; coordinated related leadership and management capacity development initiatives, career path training, etc.;

11. Support the mainstreaming of WHO’s Competency Framework into PAHO’s business processes and approach to talent management;

12. Provide Strategic Human Resources Partner services to Cost Center Managers, including but not limited to workforce planning, change management, career development, succession planning and entity HR plan implementation;

13. Provide special support on career development and learning to personnel serving in PAHO recognized key countries, in coordination with the Country and Subregional Coordination team;

14. Support HRM teams with the adjustment business processes to best practices available within PMIS; aim to provide streamlining proposals that will allow HRM and its clients to become more efficient over time;

15. Participate in the preparation of the Department’s Biennial Work Plan (BWP), budget, semiannual work plans and periodic evaluations for assigned projects;

16. Conduct research, publish and where relevant, apply state of the art knowledge of management principles and enablers, including learning management systems, to ensure customer-focused service delivery and the promotion of PAHO as a learning organization;

17. Perform other related duties as assigned.

REQUIRED QUALIFICATIONS

Education:

Essential: A university degree and a master’s degree in human resources development, organization psychology, education, business or public administration or a related field from a recognized university.

Experience:

Essential: Nine years of combined national and international professional experience in the human resources development/adult education field or institutional development within a large organization, including extensive experience in planning, costing, developing, organizing, conducting and evaluating employee development courses, seminars and workshops.

Technical Expertise:

·       Expertise in developing, conducting and evaluating training courses with emphasis on management skills, resource planning, team building, negotiation and leading/chairing seminars/workshops/meetings.

·       Conceptual and practical expertise in modern adult education methodologies, applications, strategies and technologies.

·       Managerial skills to identify, develop, execute and evaluate staff development projects and approaches within the context of the Organization’s overall institutional development goals and objectives.

·       Senior managerial experience involving the management and direct supervision of senior level trainers, administrative staff; ability to manage financial resources.

·       Strong business acumen and the ability to progress change in a resource constrained environment.

·       Strong professional oral and writing skills, including the development of reports, oral presentations, and technical/persuasive documents for consideration at the highest levels of the Organization.

Languages:

Very good knowledge of English or Spanish with a working knowledge of the other language. Knowledge of French and/or Portuguese would be an asset.

IT Skills:

Demonstrated ability to effectively use current technology and software, spreadsheets and presentations, as well as Enterprise Resource Planning (ERP) and management information systems. Other IT skills and knowledge of software programs such as Microsoft Excel, Outlook, OneDrive, PowerPoint, Teams, SharePoint, and Word are considered essential.

Annual Salary: (Net of taxes)
