Work LocationHome-based with travel Expected duration3.5 months Duties and ResponsibilitiesThe consultant will undertake dedicated research on regional dynamics, trends and developments, priorities and the state-of-play regarding conventional ammunition in West and Central Africa as well as East and Southern Africa. This will include a mapping of existing relevant regional and sub-regional mechanisms, instruments, initiatives and practices related to conventional ammunition and a comprehensive overview of synergies and complementarities with existing regional arms control instruments as well as opportunities for their further development to cover international commitments contained in the Global Framework. The objective of the consultancy is to identify gaps, challenges, opportunities and recommendations for the regional implementation of the Global Framework in West and Central Africa, as well as East and Southern Africa, including through existing regional arms control mechanisms and instruments. The consultant will elaborate two sub-region-specific briefing papers on the implementation of the Global Framework as an input to the informal regional meetings on the Global Framework for West and Central Africa, as well as East and Southern Africa. The briefing papers are expected to cover issues of gender and ammunition management from regional perspective to explore avenues for the regional and sub-regional -level implementation of relevant international commitments. Based on the research, the consultant will also support the substantive preparation and delivery of the informal regional meetings to be held in September 2024. The consultant will further produce a short report for each regional meetingsโ€™ key outcomes. Qualifications/special skillsAdvanced university degree (Mastersโ€™s degree or equivalent) in political science, international relations, law, humanitarian affairs, business administration/management or related field. Minimum of 5 years of relevant work experience on conventional weapons and ammunition control, including at the regional and sub-regional level, is required; Prior experience in research and analysis on conventional weapons and ammunition control in Africa, including at the regional and sub-regional level, is required; Proven record of analytical, research, writing and communication skills is required Experience in supporting multilateral processes on conventional arms control is desired Familiarity with the Global Framework for Through-life Conventional Ammunition Management and other international and regional arms control instruments is desired Knowledge of technical aspects of through-life conventional ammunition management is an asset LanguagesEnglish and French are the working languages of the United Nations Secretariat.
